The Carlsbad Watershed Management Area (CWMA) (Hydrologic Unit 904) is approximately 211 square miles. The CWMA is bordered by the San Luis Rey River Watershed to the north and by the San Dieguito River Watershed to the south. It reaches inland nearly 24 miles to just northeast of Lake Wohlford. The CWMA is comprised of six Hydrologic Areas (sub-watersheds): Loma Alta, Buena Vista Creek, Agua Hedionda, Encinas, San Marcos Creek, and Escondido Creek. The watershed contains four major coastal lagoons: Buena Vista, Agua Hedionda, Batiquitos, and San Elijo. The City of Carlsbad will continue to serve as the Lead agency for the life of Order No. R92013-0001 as amended by order Nos. R9-2015-0001 and R9-2025-0100 as it may be amended or reissued (Permit), adopted by the San Diego Regional Water Quality Control Board (SDRWQCB). It is anticipated, but not guaranteed that the selected firm(s) will assist the CWMA Copermittees with meeting compliance requirements for a period of one (1) year with the opportunity to renew for up to five (5) additional years. It is expected that the Permit will be reissued in the first or second year of the agreement so the proposal should account for managing the project through any changes to Permit requirements. The City of Carlsbad is requesting proposals from qualified firms to provide professional services to support the CMWA Copermittees with coordination, completion of the WQIP Annual Report and other related tasks.
