Per the owner, as of March 4, 2025, construction on this project has just been completed. *The closed solicitation has been included below for reference: The City of Carlsbad (City) is requesting proposals from qualified engineering firms for the Avenida Encinas Coastal Rail Trail Project. This project proposes balanced multi-modal user enhancements to Avenida Encinas from Palomar Airport Road to Carlsbad Boulevard. As previously mentioned, it is the City's desire to start construction by August 2022 to meeting a critical milestone identified within the Active Transportation Program grant fund. The consultant should consider and propose opportunities to expedite the design and permitting processes to meet this milestone. The engineering firm to be awarded the contract shall be known as the "Consultant" and shall be retained through the completion of the project, including any contract time extensions. The Consultant shall provide one lead individual who shall assume overall responsibility for project management and design services, and who shall be available to report directly to the City's Project Manager for this project. The Consultant will be expected to perform thorough site evaluations, meet with City staff, prepare design drawings using City engineering drawing template, specifications, and cost estimates for inclusion in City contract documents to be advertised for bid. All consultants responding to this Request for Proposal (RFP) shall review and be familiar with the requirements of the Local Assistance Procedures Manual, available on Caltrans website, and shall have experience in preparing federally funded roadway improvement plans.
