Pre-Bid Meeting No Online Q&A Yes Q&A Deadline 03/14/2025 10:00 AM (PST) Contact Info Desiree Yednak 442-258-3721 dyednak@encinajpa.com Encina Wastewater Authority is requesting bids from qualified firms (Bidder) to furnish and deliver Chemically Enhanced Primary Treatment (CEPT) Polymer. Performance testing is a requirement in order to be eligible to bid. All testing must be scheduled and completed by March 28, 2025. Full details are in the RFB document attached. The Authority reserves the right to purchase from other than the low evaluated bidder, if it is deemed to be in the best interest of the Authority. The Authority reserves the right to reject all bids received. Contractor shall furnish and deliver CEPT Polymer to the Encina Water Pollution Control Facility at 6200 Avenida Encinas, Carlsbad, CA 92011 (EWPCF), for three years from July 1, 2025 to June 30, 2028 unless renewed pursuant to the terms of the Agreement. If mutually agreeable to all parties, this agreement may be extended for no more than two (2) single year extensions. It is estimated that the EWPCF will require a quantity of polymer sufficient to remove 75% of the influent total suspended solids. However, no representation is made as to the total quantity that will be used by the EWPCF during this period. This product will be used mainly for CEPT, although, EWA reserves the right to use it for other applications. Present projections indicate that polymer will be required on a fairly uniform basis throughout the supply period, but no assurances for this are given. The Authority reserves the right to purchase from other than the low evaluated bidder, if it is deemed to be in the best interest of the Authority. The Authority reserves the right to reject all bids received. To participate in the jar test, vendors must provide current safety data sheets (SDS) for all products used, as well as proof of Worker's Compensation insurance as required by the State of California and $1,000,000 Employer's Liability per accident for bodily injury or disease. Vendor shall submit to the Authority, along with the certificate of insurance, a Waiver of Subrogation endorsement in favor of the City, its officers, agents, employees, and volunteers. Proposers shall determine which polymers tested are most efficient and will provide the best solids capture at the most cost-effective price per pound of polymer. The data will be included with the returned RFP. The only acceptable polymers are those that have successfully passed a jar test at the Encina Wastewater Authority. The Authority reserves the right to cancel any purchase agreements or contracts and either re-advertise or purchase on the open market, if the selected polymer does not perform to EWA's satisfaction. At any time, EWA may request the CONTRACTOR duplicate the polymer test results under the conditions of full-scale operation. The Contractor will be responsible for the removal, disposal, cleaning, transportation, labor and other costs associated with polymer that does not meet acceptable performance criteria as determined by the EWA.
