Every question for such interpretations shall be in writing using the correct form, and shall be received one (1) week prior to bid date. Each bid shall be prepared and submitted in accordance with the Instructions to Bidders, on the Bid Form bound within the Project Manual. Bidders shall be required to certify on the Bid Form that Bid prices have been arrived at without collusion. Bid Security in the amount of five percent (5%) of the Bid must accompany each bid in accordance with the Instruction to Bidders. One hundred percent (100%) Labor and Material Payment Bond and one hundred percent (100%) Performance Bond will be required of the successful bidder prior to signing the contract. The Owner reserves the right to consider all Bids for a period of forty five (45) days following the bid opening before awarding the Contract, and reserves the right to waive any informalities or to reject any and all Bids. ***Bid Event: Bid and Contract Documents may be examined at no charge upon appointment at the Hunter-Tannersville School District Business Office at 6094 Main Street, Tannersville, New York and Rhinebeck Architecture, 21 East Market Street, Rhinebeck New York. The project site is within the campus of Tannersville Middle/High School (TMHS), located at 6094 Main Street, in the Village of Tannersville, Town of Hunter, Greene County, New York. The THMS campus is bound by Main Street to the south, Hill Street to the east, and undeveloped, heavily wooded land to the north and west. Based on our visual observations and our review of a topographic survey provided by S.Y. Kim Land Surveyor, P.C. (SKL), entitled Existing Conditions Survey, drawing 7498, dated November 13, 2023, the TMHS campus consists of an existing two-story masonry school building located within the southern portion of the campus, asphalt-paved parking lots and drive aisles, and existing athletic fields located within the northern and eastern portions of the campus. Generally, the western portion of the campus is undeveloped and heavily wooded. Based on our review of preliminary documents provided by the Client, the proposed site improvements will reportedly consist of the construction of a new gymnasium addition adjacent to the northwest corner of the existing school building, construction of four (4) new tennis courts, and a new asphalt-paved parking lot. Based on a conceptual drawing provided by the Client, the proposed new gymnasium addition is proposed to be constructed in the footprint of the existing tennis courts adjacent to the northern portion of the school building. Final architectural drawings were not available as of the writing of this report; however, for the purposes of this report, it is assumed that the gymnasium addition will be constructed as slab-on-grade and will match foundations and the finished floor elevation (FFE) of the existing building. Structural loading values for the new gymnasium addition was not provided as of the writing of this report. The new parking lot is proposed to be constructed to the west of the multipurpose athletic field and will reportedly have approximately 50 parking spaces. Access to the new parking lot is proposed to be provided from the existing gravel-paved road. Based on the grading provided on the preliminary site plan, the parking lot is proposed to be constructed between approximately +1,986 and +1,984 feet, resulting in fills of between 2 and 4 feet. It is not known if the gravel-paved access road is proposed to be widened or paved with asphalt as part of the site improvements. Per the SKL survey, surface elevations across the campus generally slope downwards from north to south and range from approximately +2,007 feet at the northwestern portion of the site, to approximately +1,948 feet at the existing school building. At the proposed tennis court, existing site grades range between approximately +2,000 and +1,988 feet. At the proposed parking lot, existing site grades range between approximately +1,986 and +1,980 feet. Within the footprint of the proposed gymnasium addition, the area is relatively level, at an elevation of approximately +1,951 feet. All elevations referenced herein are per the North American Vertical Datum of 1988 (NAVD88). The new tennis courts are proposed to be constructed to the north of the proposed parking lot. Based on the grading provided on the preliminary site plan, the tennis court will be constructed at an elevation of approximately +1,995 feet, so cuts up to 5 feet, and fills up to 7 feet, are anticipated. Re-grading of the slopes are proposed between the tennis courts and the parking lot, and around the perimeter of the tennis courts. Based on the provided grading, it is anticipated that fills of up to 5 feet are proposed to construct the slopes between the tennis courts and parking lot. Additionally, cuts up to 7 feet are proposed to construct the slopes to the north of the tennis courts. Based on the preliminary grading plan, it is anticipated that new retaining walls may be constructed to accommodate the re-grading around the perimeter of the tennis court. It should be noted that slope stability analyses are not within the scope of this geotechnical report, however, the proposed new slopes are estimated to be approximately 3H:1 V (horizontal to vertical) and are generally considered to be stable.
