Site work and new construction of a warehouse / distribution facility in Little Rock, Arkansas. Completed plans call for the construction of a 10,400-square-foot warehouse / distribution facility; and for site work for a warehouse / distribution facility.

This project is funded by a U.S. Department of Transportation, Federal Railroad Administration (FRA) grant. This project is subject to the FRA Buy America requirements. The successful bidder must comply with all regulations as they apply from the funding source. Federal requirements may change pending outcome of recent Executive Orders and OMB Memo M-25-13. Bidders must comply with the Little Rock Port Authority Notice of Non-Discrimination as follows: The Little Rock Port Authority complies with all civil rights provisions of federal statutes and related authorities that prohibit discrimination in programs and activities receiving federal financial assistance, including Title VI of the Civil Rights Act of 1964, Title IX of the Education Amendments of 1972, Section 504 of the Rehabilitation Act of 1973, the Age Discrimination Act of 1975 and U.S. Department of Homeland Security regulation 6 C.F.R. Part 19. Furthermore, the Little Rock Port Authority complies with the City of Little Rock Civil Rights Ordinance. Therefore, the Little Rock Port Authority does not discriminate, in any of its activities, whether federally funded or not, on the basis of race, color, creed, religion, sex, national origin, age, disability, marital status, sexual orientation, gender identity, genetic information, political opinions or affiliation. LRPA will take reasonable measures to provide access to LRPA services to individuals with limited ability to speak, write or understand English and/or to those with disabilities. The Little Rock Port Authority will not tolerate intimidation, threats, coercion, or discrimination against any individual or group for the purpose of interfering with any right or privilege guaranteed under law or regulations, or because the individual has filed a complaint or has testified, assisted, or participated in any way in an investigation, proceeding, or hearing or has opposed any LRPA action or decision. Bids will be based on a single lump sum contract. General Contractors will be furnished Bidding Documents as a PDF file upon request. Bid security in the form of a Bid Bond (AIA Document A310), in an amount equal to 5% of the bid amount, and payable to Little Rock Port Authority will be required of bidders. Performance and Payment Bond (AIA Document A312), equal to the amount of the Contract sum, will be required of the bidder awarded the Contract. Bidders must comply with the regulatory and licensing requirements of the State of Arkansas and other applicable Arkansas Statutes. Davis-Bacon wage rates will apply. No bid may be withdrawn for a period of 30 days after the opening of bids. The Owner reserves the right to reject any or all bids and to waive any informality or irregularity in any bid. The Owner reserves the right to reject any bid that is not responsive in that the bid does not respond exactly to the bid requirements and to reject the bid of any bidder that the Owner and/or the Architect determine is not a responsible bidder, in that the company does not have the ability, the integrity and liability in all respects to perform fully the contract requirements and conditions. In that regard, each bid will be evaluated based on certain criteria established by the Owner and the Architect, which will include, but are not limited to: inspection procedures, testing procedures, quality and workmanship based on past performance for the Owner and other projects of a similar nature and size, the suitability of the bidder for the particular project, ability to comply with the contract in all respects, ability to work with the Architect and the Owner.
