Job No: 0906M016, PJC00414.01, 0906001-024 All questions pertaining to the Requests for Bids should be directed, in writing, to Lisa Domingues, and sent by e-mail to l.domingues@jcmua.com between the hours of 9:00 a.m. and 3:00 p.m., Monday through Friday. All questions must be received by JCMUA no later than February 18, 2025 by 3:00 PM. Bids are to be submitted in a sealed envelope, addressed to Albert Anderson, JCMUA's Purchasing Agent and marked "Public Bid" with the name and address of the Bidder and the name of the project on the outside of the envelope, either may be sent by United States Certified Mail Return Receipt Requested, overnight delivery or by private courier service to JCMUA's Assistant Purchasing Agent. Bids will have the date and time stamped upon receipt. The project generally consists of the rehabilitation of approximately 2,498 linear feet of combined sewer system and approximately 2,542 linear feet of water main system on various roads in Jersey City. The work shall be completed within 400 calendar days of the Contractor's receipt of written Notice to Proceed. A bid must be accompanied by a Surety's Consent and either a bid bond, cashier's check or certified check for ten (10%) percent of the amount of the bid or $20,000.00 maximum, whichever is the lesser. Cashier's check or certified checks shall be made payable to Jersey City Municipal Utilities Authority. The Surety shall be bound to furnish Performance, Labor and Material, and Maintenance Bonds, each in an amount equal to one hundred percent (100%) of the Contract Price. Bidders and their sub-contractors of any tier must comply with all applicable provisions of the Public Works Contractors Registration Act, N.J.S.A. 34:11-56.48 et seq., and the New Jersey Prevailing Wage Act, N.J.S.A. 34:11-56.25 et seq. No Bidder may withdraw its Bid within sixty (60) days after the date of the opening of Bids except in accordance with N.J.S.A. 40A:11-23.2. JCMUA reserves the right to reject all Bids in accordance with N.J.S.A. 40A:11-13.2, as well as the right to waive minor immaterial informalities, and to accept the Bid for the contract that, in accordance with applicable law, is the lowest, responsible Bid. All bids shall be in conformity with N.J.A.C. 7:22-3.17f with a goal of not less than 10% participation of small business enterprises and controlled by socially and economically disadvantaged individuals (SED's). *The list of planholders and/or interested bidders is not being tracked by the stakeholders involved with this project.
