The County of Orange, OC Waste & Recycling, (hereinafter referred to as County) is requesting competitive bids from qualified vendors (hereinafter referred to as Bidder) for Photogrammetry Flyover Services. The awarded Contract, (hereinafter referred to as Contract) will be between the County and awarded Bidder, (hereinafter referred to as Contractor) in accordance with the model contract terms, conditions and scope of work. This is a fully electronic solicitation - only electronic bids submitted through the County's online bidding system will be allowed; no other form of bid submittals will be accepted. Prior to submitting a bid, Bidders are advised to carefully read the instructions below, including the model contract and any solicitation attachments and/or exhibits. Background As part of the Waste Discharge Requirements (WDR), both the Regional Water Boards (Santa Ana and San Diego) and the Local Enforcement Agency (LEA) require a photogrammetry flyover of all the active sites on an annual basis. For the Closed Sites, the flyover is required every five (5) years or on an as needed basis. The Photogrammetry Flyover Services proposed in this requisition will allow OCWR's Landfills to stay in compliance with the Regional Water Boards and the LEA. Question Submission Deadline: February 14, 2025, 2:00pm. The A-E shall provide annual Digital Aerial Photogrammetric services from January 1, 2025 through December 31, 2025 with an option to renew the contract for one year, as requested by OC Waste & Recycling and further described in this scope of services for up to twenty-two (22) landfill sites, including: Subtask A: Three (3) mandatory landfill sites (FRB, Olinda, and Prima); and Subtask B: Up to nineteen (19) optional landfill sites. OC Waste & Recycling requires 100-scale, 2-ft. contour interval, digital topographic mapping, color aerial photography, and the corrected digital color images (orthophotos). The topographical maps are required to satisfy regulatory requirements for topographical information for design and to determine remaining landfill capacities. All work performed shall be verified and certified by the A-E in possession of a valid Professional Land Surveyor's License (PLS) issued by the California State Board of Registration for Professional Engineers by time of appointment. The scope of services shall consist of furnishing all photogrammetric mapping necessary for the project sites under the preliminary specifications described herein. The work shall include, but not be limited to: planning, development of flight plans, aerial photography, aero triangulation, digital map compilation, drafting, surveying and reproductions for any of the mandatory and optional landfill sites specified. Bids will be valid for a period of 365 days after IFB closing date. Award Upon recommendation of Contract award, Bidder will be required to submit the following documents within seven (7) days of County notification, unless otherwise specified in the solicitation: Insurance: Certificate(s) of Insurance, including additional Insured Endorsement(s); refer to Model Contract, Article O-Insurance. W-9 Form: Current signed W-9 (Taxpayer ID No & Certification), which includes Contractor's Legal Business Name(s). Out of State Vendors may be required to submit a 587/590 Form. Bids will be reviewed by the County for responsiveness to all requirements. The County has the right to reject any bid deemed unresponsive or lacking the resources or experience to adequately perform the services described herein.
