The Owner reserves the right to award the contract within forty-five (45) calendar days after the actual date of the receipt of the bids. No bidder may modify or withdraw their bid within forty-five (45) calendar days after the time and date specified for the receipt of bids. The Owner reserves the right to waive any irregularities or informalities in the bid forms or during bidding procedures, and the right to reject any or all bids.
