This Request for Proposals (RFP) is for surveying and engineering services for the design of a shared use path connection from West Deer Park Road to Industrial Drive. The Offeror will design a combination of on grade and elevated shared use path with an emergency vehicle/construction equipment rated bridge across Muddy Branch Stream and associated plans as required. The Offeror will be responsible to obtain all necessary approvals and meet MDOT and City standards and regulations as applicable. The Offeror will be familiar with and shall follow the Development Guide for Local Public Agencies and Other Sub-Recipients of Federal Funds and Transportation Alternatives Program (TAP) design grants. Any problems with submitting questions should be directed to the City of Gaithersburg Procurement division at procurement@gaithersburgmd.gov. Technical proposals along with required documents are due by March 27, 2025 by 12:00PM (Noon). All Technical proposals should be sent to 2025-020@gaithersburgmd.gov. The City of Gaithersburg is seeking engineering and surveying design support for the West Deer Park to Industrial Drive Shared Use Path Connection project. The Consultant will be responsible to obtain all necessary approvals and permits and have bid ready Plans, Specifications, and Estimates (PS&E package) culminating with a complete Invitation for Bid (IFB) solicitation. The Consultant must obtain approval by all agencies, including MDOT before the final IFB package is finalized. The Consultant is to obtain MDOT and City approval for a complete Invitation to Bid (IFB) to be completed no later than 23 months after notice to proceed is provided, ready for public advertisement. The total funding authority for the contract shall not exceed $500,000.00,and the City reserves the right to modify the number of contracts and the total funding authority as deemed appropriate based on complying with 23 CFR 172 and the Brooks Act. Consistent with competitive qualifications-based selection for the project task assignment, all awarded task assignments will be negotiated as stand-alone assignments terminating when the task budget is 4 exhausted, or the task time frame has expired, or the task has been completed. No minimum amount of work or funds is guaranteed under this contract. The contract will be funded by Federal Aid Highway Program (FAHP) grant funds administered by the Federal Highway Administration, with assistance from the Maryland State Highway Administration and the City of Gaithersburg. Any tasks assigned under this contract must be for services as outlined in the contract scope of work and in conformance with all contract terms and conditions and payment provisions.
