Renovation of a medical facility in Osawatomie, Kansas. Completed plans call for the renovation of a medical facility.
Provide design and installation of a diesel fuel system for the Osawatomie State Hospital backup generators to include controls and replacement of pumps. o Outdoor tank level to be calculated existing tank level sensor o Integrate to existing indoor tank sensor. o Reuse existing outdoor controls cabinet o Reuse existing alarm horn and light on cabinet. o Etherenet cabling from controls cabinet to be provided by contractor from tank to power plant office. o Provide 8 hours of on-site training in two four-hour sessions for facilities staff. o 1 year warranty on labor and parts. Submit control diagrams and drawings to owner with bid documents. Sequence of operations All tank storage pumping and related equipment will be controlled and monitored by the bas. A graphical front end will be installed on a local workstation. Bas contractor will reuse the existing analog controls for lead pump indicator, pump 1 HOA, pump 2 HOA, filtration sequence, and daytank supply valve. All values are to be historically recorded at the controller level so that locally any laptop or portable operators' terminal may retrieve the data as well as the network BMS supervisor. Main tank level shall be monitored by the existing 4-20 ma transducer. Tank storage volume to be calculated based on tank dimensions vs the weight of diesel in the tank. This tank level will be used to program a high-level alarm, low-level warning, low-level alarm, and tank-level status. These alarms can be adjusted based on safeties as called for by the owner. If some alarm is enabled, the indicator light and horn on the cabinet will sound and flash to indicate alarm status. The main tank shall have diesel leak detection in the concrete base to monitor any potential risk of leaking diesel. Any alarm that is generated from the system will notify the operator via visual and audible alarms in the power plant and via mobile device. Pumps will operate with a lead/lag sequence of operations. The lead pump will engage when the day tank low-level switch is enabled. The lead pump will run continuously until the day tank pump stop level is enabled. If the lead pump runs for (60) seconds and the flow sensor does not show proof of flow, the lead pump will shut off and go into alarm, and the lag pump will engage. If the lead pump is running and the day tank high level is in alarm, the lead pump will stop running and the system will go into alarm for false pump stop control. If the day tank low-level alarm is on, the lead pump will engage and pump until system is satisfied. System will go into alarm with a faulty pump start switch. Pumps will alternate lead and lag positions every 24 hours to balance the load on pumps. Pump run times will be recorded on the BMS. Should any leak detection alarm in the day or main tank area, the pumping system will be locked out to prevent any pumping of diesel in or around the building. The system will include new pumps, a way valve, and a diesel filter to perform a main diesel tank filtration sequence. BMS will have a programable schedule per owner requirements to perform a diesel filtration sequence. Filtration will occur once every day and run for (5) minutes. When the system is in filtration, the way valve will move to main tank position and the lead pump will run continuously until the programable timer expires. Diesel will pump from the main tank, through the filter, and back into the tank. If proof of flow is not met after pumps are called to run, then the lag pump will turn on and the system will alarm.
