Jefferson County (the County) is soliciting proposals to perform Community Air Monitoring during the demolition of the Deferiet Paper Mill. A variance has been secured with the New York State Department of Labor to demolish the existing structures in place. A copy of DOL Variance 24-0698 has been included in this RFP. The Deferiet Paper Mill Site is a 192-acre site with 17 buildings located at 400 Anderson Avenue in Deferiet, NY. The paper mill was constructed in 1899 and various actions taken by the Environmental Protection Agency (EPA) indicate asbestos containing material (ACM) throughout the project site. Structural assessments were completed in 2017 and 2024 and the buildings on site were deemed unsafe for entry and determined abatement could not be complete prior to demolition. The County is soliciting proposals for a Full-Time Project Monitor for project oversight in accordance with the variance. Total MWBE Participation Goals: 30% Service-Disabled Veteran-Owned Business Contracting Goal: 6% Contract term: 210 days from Notice to Proceed Completed proposals will be reviewed and evaluated by the County in anticipation of the awarding of a contract. Jefferson County reserves the right to reject and or waive any and all proposals and to waive any irregularities in procedure.
