As of November 4, 2025, the minimum number bids required were not received; therefore bids were not opened. Public Utilities decided not to re-advertise and is postponing soliciting and the work at this time. The purpose and intent of the Request for Proposals (RFP) is to solicit proposals from qualified Contractor(s) to provide personnel and equipment necessary to replace water lines as follows under the direction of the City of Elizabeth City Public Utilities Director and or designated personnel. Water Line Replacement for City of Elizabeth City. Questions or concerns regarding may be sent to Mr.Dwan Bell, City of Elizabeth City, Public Works Director via dbell@elizabethcitync.gov. The City reserves the right to reject anyor all bids and to accept the bid thatin its judgment best meets the requirements of the City.
