Disclaimer: IN ORDER FOR YOUR BID TO BE CONSIDERED A LEGAL BONAFIDE BIDDER ON THE PROJECT, DOCUMENTS MUST BE PURCHASED FROM BRYSON & YATES CONSULTING ENGINEERS, LLC DIRECTLY. All bids shall be presented to the Borough Clerk before this time. The proposed work includes the following major items: 140 S.Y. Concrete Sidewalk, 4" Thick 170 L.F. Vertical Curbs & Monolithic Curb / Gutter 700 L.F. Crosswalk Striping & Markings & Signs. All technical questions may be directed to Bryson & Yates Consulting Engineers, LLC, via email twilkinson@brysonyates.com . No oral inquiries will be responded to. Each proposal bid must be accompanied by a bid bond or certified check for not less than ten percent (10%) of the amount of the bid, of which, the amount of the bond or certified check need not exceed $20,000, made payable to the BOROUGH OF SWEDESBORO. This project is funded through the 2022 Community Development Block Grant program and the successful bidder shall comply with CDBG Rules and Regulations. Consent of Surety and Power of Attorney is required for the Performance Bond. All blank spaces in the proposal, except as otherwise noted, must be filled in; and no change shall be made in the phraseology of the proposals or of the item mentioned. All information that may be requested of the bidder in these specifications shall be included with this proposal. All erasures, interpolations, or other physical changes on the bid form shall be initialed or signed by the bidder. The successful bidder will be required to furnish, within ten (10) days after the award, a Surety Corporation Performance Bond or Letter of Credit equal to one hundred percent (100%) of the contract price. All applicable surety bonds or LOC required must be written by a surety company listed on the Federal Treasury List (Department Circular 570-Surety Companies Acceptable on Federal Bonds) and such surety company must be acceptable to the BOROUGH and authorized to do business in the State of New Jersey. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 (Affirmative Action), Americans with Disabilities Act of 1990 (42 U.S.C. 12101, et. seq.), and P.L. 1963. C150 (New Jersey Prevailing Wage Act). Attention of bidders is called particularly to the Federal Labor Standard Provisions and Davis-Bacon Wages, where the higher of the State or Federal wage rates shall prevail. The contractor is notified that he must comply with P.L. 1977, c. 33, and submit a Disclosure Statement listing Stockholders with his bid. The contractor is further notified that he must comply with P.L. 1999 c. 238 Public Works Contractor Registration Act and he and any subcontractors must be registered in accordance with this act. The contractor is also further notified that he must comply with P.L. 2004 c. 57 and submit proof of a New Jersey Business Registration Certificate and submit proof of business registration for any named subcontractors in accordance with the act. This contract is subject to the provisions of the New Jersey Public Contracts Law, N.J.S.A. 40A:11-1, et seq. The OWNER reserves the right to reject any and/ or all bids, to waive any informalities, or to accept the bid, which in its judgment, best serves the interest of the OWNER. All questions about the meaning or intent of the Contract Documents shall be submitted, in writing, to Engineer. Replies will be issued by Addenda, mailed or delivered to all parties, recorded by Engineer as having received the Bidding Documents. Questions received less than five (5) days before the date for opening of Bids will not be answered. The cutoff date for written inquiries is February 24, 2025 at 4:00 a.m. Only questions answered by formal written Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect He or she agree to build new ramps at the following locations in priority order: (1) GLEN ECHO AVENUE & GLEN ECHO COURT (2) GLEN ECHO AVENUE & STYVESANT DRIVE (3) SECOND STREET & BROAD STREET (4) SECOND STREET & ALLEN STREET
