Electrical Controls Improvements Project AE2S Project No. P05300-2023-004 Est. Completion Date: April 30, 2028 The Work shall be completed under one (1) contract consisting of all labor, skill, and materials required to properly construct the Project. The Project generally consists of the following Construction Contract: i. Completely new server-based SCADA system including SCADA computer hardware and software licensing. 1. SCADA computer hardware to be procured by Contractor via Computer Hardware Cash Allowance. 2. SCADA software licensing to be procured by Contractor via SCADA Software Licensing Cash Allowance. 3. All SCADA and programmable logic controller (PLC) programming to be performed by Owner's System Integrator) ii. Electrical and Controls Improvements including new control panels, controls hardware, instrumentation, and other appurtenances for the following sites: 1. Well 3 2. Well 6 3. Well 7 4. Water Treatment Plant (WTP) Telemetry Master 5. WTP MCP 6. WTP FCP 7. WTP Network Rack 8. WTP Filter Console 9. Middle Tower 10. Upper Tower 11. North Booster 12. Henderson Station Road Sanitary Lift Station 13. Sanitary Lift Station 6 14. Sanitary Lift Station 9 15. Wastewater Treatment Facility (WWTF) SCPA 16. WWTF SCPB 17. WWTF Kruger Biosolids Control Panel Each Bid shall be accompanied by a Bidder's Bond executed by the Bidder as principal and by a surety company authorized to do business in the State of Minnesota in a sum equal to five (5) percent of the full amount of the Bid. This is to serve as a guarantee that the Bidder will enter into a Contract within fifteen (15) calendar days of Notice of Award in accordance with the terms of the principal's Bond and a contractor's Bond as required by law and the regulations and determinations of the governing board for the performances of such Work. Only Bids that are accompanied by such a Bond will be considered. Bidder must be licensed for the full amount of the Bid. No Bid will be read or considered which does not fully comply with the above provisions as to bond and license. ll Bids will be made on the basis of cash payment for such Work. The Owner reserves the right to reject any or all Bids, waive any informalities in the Bids received, and further reserves the right to award the Contract in the best interest of the Owner. The Owner reserves the right to hold the three (3) lowest Bids for a period not to exceed sixty (60) calendar days after the date of Bid opening. Completion of Work: The Work shall have the following completion dates: 1.01 Substantial Completion: 10/17/2027 1.02 Final Completion: 04/30/2028 All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. . Questions received less than ten (10) business days prior to the date for opening of Bids may not be answered.
