The purpose of this Request of Proposals (RFP) is to select the most-qualified Consultant to provide Professional Services for the Preparation of a Citywide Lighting Master Plan (RFP No. 2025-04). The City wishes to obtain these services under a Professional Services Agreement. The consultant shall conduct studies and investigations to deliver a Citywide Lighting Master Plan. Master plan scope shall include preparation of a lighting analysis and assessment of the City's lighting network, park lighting, public parking lots, parks parking lots, walkway/trail lights, alleyway lights, and public places lighting systems. The consultant will work on identifying lighting deficiencies, development of lighting standards, development of operation & maintenance plan and improvements. The consultant shall also provide short and long term recommendations including cost estimates for lighting improvements throughout new lights or upgrade of existing lighting system where they're determined to be necessary. Estimates to include costs associated with the overall light system installation and/or upgrade to include but not be limited to conduit, light poles, and pole foundations. The Master plan aims to address potential citywide lighting deficiencies to improve public safety. In addition, the Master plan will develop an operation and maintenance plan which will optimize the management of the City's lighting systems. The Master plan will serve as a framework for implementing a multi-year plan for Capital Improvement Projects to improve citywide street lighting.
