Site work and renovation of a municipal facility in Scottsdale, Arizona. Completed plans call for the renovation of a municipal facility; and for site work for a municipal facility.

1.0 INTRODUCTION 1.1 INTENT The intent of this Request for Proposals is to award a contract for Commissioning Agent (CxA) services as required for the Salt River Pima-Maricopa Indian Community (SRPMIC, or 'the Community'.) 1.2 BACKGROUND The Day School Building is located at 1691 N. Longmore Rd, and the Old Repository Building is located at 1635 N. Longmore Rd, Scottsdale 85256. The Day School Building along with the Old Repository Building is part of the former Bureau of Indian Affairs administrative complex within the Salt River Pima-Maricopa Indian Community (SRPMIC). The Day School closed in 2007, in 2016 the Community began working on master planning of the Longmore-McDowell area, Council approved having the Cultural Resource Department (CRD) develop a sub-master plan for 14 acres (+/-) of the former BIA complex (23 acres total) site to develop into a cultural center for the Community. BIA transferred ownership of the property to SRPMIC in 2019. The new cultural center is to consist of a new Repository Building (completed in 2019), CRD staff offices, language and art classrooms, Dining Hall, Auditorium and outdoor events space, Community Garden, Cultural Activities Field and a future Museum. The Main Day School Building - Building A (Former Elementary School) The complex was built in the Spanish Colonial Revival style and constructed in 1935 by the BIA as school administrative offices and an elementary school for the Community. It served in this capacity until 2007 when a new Elementary was constructed at the Community's Educational Complex. In 2017-2018 an extensive asbestos and lead abatement project was undertaken to remediate environmental hazards at the site. This scope included the removal and storage of the existing clay roof tiles in order to abate the existing roof underlayment. At the same time extensive structural deficiencies were discovered, along with the presence of lead paint on the roof framing resulting in the complete removal of the building's roof structure and wood subflooring. The current scope of work is to rebuild/ reconstruct the building attempting to replicate the historic Spanish Colonial Revival style of the original 1935 construction. Work includes; interior new stud framed partitions with interior finishes to create new programmatic spaces. New exterior door and window replacement at the building perimeter. Reinforcement of the existing masonry foundations, new roof and floor structures and new and existing clay roof tile. Exterior work shall include new community gathering spaces and open air pavilions and ramada along with a new exterior restrooms building (500 sf). The renovated building will consist of approximately 16,900 sf of interior area and an approximate total covered building area of 25,500 sf. New programmatic spaces include classrooms, administrative offices, art studios, dining hall with associated kitchen and an auditorium with stage. Additional site amenities include two courtyards and ceremonial area. Old Repository Building - Building B (Childcare Building) This structure was also constructed in 1935 and served as a teacher's residence until the late 1950s. The style is similar and in keeping with the Day School construction. In later years the building served various education related programs most notably as a child care center. More recently the structure was being occupied by CRD as a repository. The interior of the building has been severely modified over the years, with the exterior retaining some of the distinctive Spanish Colonial Revival elements. Interior work shall include. Asbestos abatement and lead paint mitigation, complete interior demolition with new stud framed partitions with interior finishes to create new office spaces for CRD, included new MEP systems. The exterior is to be refurbished. The building consists of approximately 4,500 sf. Site Improvements The project site is located on the East side of Longmire Road at the interception of McDowell Road. Bordered by Museum Drive on the West, the Community Gardens on the East and Repository Way and BIA Road, North and South respectively. The total project site area encompasses approximately 7.27 acres. Along with the building restoration the project consist of extensive site improvement including drive access and circulation roadway replacement, new retention basins, new paved and stabilized decomposed granite parking lots, sidewalks, site lighting and landscaping. In addition to the above noted scope new site utilities including new water, sanitary, SRP electrical service and a new central air cooled chiller plant with attached equipment yard is to be construed to the West of the Old Repository Building as a free standing enclosure. The new chiller plant will provide chilled water to the renovated building complex. 1.3 SCOPE OF WORK The objective of commissioning is to provide documented confirmation that a facility fulfills the functional and performance requirements of the building owner. To reach this goal it is necessary for the commissioning process to develop and document the owner's criteria for system function, performance, and maintainability, as well as, to verify document compliance with these criteria throughout construction, start-up, initial and seasonal operation. In addition operation and maintenance (O&M) manuals, as well as training on system operations should be provided to the building operators to ensure the building continues to operate as intended. The Commissioning Agent (CxA) will develop the Owner's Project Requirements (OPR). SRPMIC is committed to commissioning this facility to ensure that all systems are well designed, complete and functioning properly upon occupancy and through all seasons. The CxA will assist in providing design review comments, commissioning related documents and a commissioning plan for the project to ensure that the anticipated Building systems to be commissioned include but are not limited to: HVAC equipment and systems, Building Automation controls, electrical, fire alarm, and plumbing. The CxA will be involved from the construction phase through warranty phase. The CxA will be responsible for reviewing and thoroughly documenting the Owner's Project Requirements and providing review of the Basis of Design as developed by the Project Engineer. During construction, the CxA shall coordinate the execution of a testing plan, which includes observing and documenting all systems' performance to ensure that systems are functioning in accordance with the Owner's objectives and the contract documents. The CxA is not responsible for design or general construction scheduling, cost estimating, or construction management, but it may be necessary to assist with problem solving non-conformance issues and deficiencies. The CxA will be required to provide input on the overall master schedule relative to tasks they are to perform. The CxA will be responsible for contracting with an outside firm for independent testing and balancing of systems. Cost for this should be included in your Price Proposal. Unauthorized contact of SRPMIC employees and/or its agents may result in disqualification. Responses to all questions will be published and communicated to all participants. Changes to this solicitation will be in writing as an addendum.
