The Sumner County Highway Department is accepting bids for Reinforced Concrete Pipe to be used on various roads in Sumner County and any other Sumner County Government Department for a 12 month period to begin 3/1/25 and running through 2/28/26. No minimum or maximum purchase quantities guaranteed with some sizes possibly not being purchased at all. Price quoted shall be quoted both delivered F.O.B. Sumner County Highway Department in Gallatin, Tennessee and our pickup at a plant within 35 miles of Gallatin, Tennessee. Any variations from or exceptions to the conditions and/or specifications must be noted on a separate sheet of paper labeled "Exceptions to Bid Conditions and Specifications" and attached to it the bid form. Some of these materials will be used on state aid jobs and should meet state requirements. Some of these materials may be used on projects funded through the American Rescue Plan Act (ARPA) and subject to State and Local Fiscal Recovery Fund (SLFRF) Rules and Regulations 31 CFR Part 35 and 2 CFR Part 200. The Sumner County Highway Department reserves the right to perform assurance testing on materials purchased or used in the fulfillment of this contract in accordance to the specifications set forth in the Standard Road & Bridge Specifications of the Tennessee Department of Transportation (March 1, 2006). Sumner County Highway Department will use the State of Tennessee Haul Formula when determining which supplier will be used for a specific project. All inquiries to proposals will be posted on February 13, 2025, online. Any alterations to the document made by the proposer may be grounds for rejection of proposal, cancellation of any subsequent award or any other legal remedies available to Sumner County. In the event that any interested vendor finds any part of the listed specifications, terms, or conditions to be discrepant, incomplete, or otherwise questionable in any respect, it shall be the responsibility of the concerned party to immediately notify Sumner County, via email at purchasing@sumnercountytn.gov, of such matters. Awarding of or Right to Seek a New Proposal Sumner County reserves the right to accept or reject any and all proposals for any reason. Proposals will be awarded to the best overall respondent as determined by that which is in the best interests of Sumner County. Any award is subject to Sumner County being capable and willing to agree to all terms and conditions on all contract(s) and amendment(s) provided by the vendor. In case of vendor default, Sumner County may procure the articles or services from other sources and may hold the defaulting vendor responsible for any resulting cost. If the awarded vendor violates any terms of their proposal, the contract, Sumner County policy, or any law, they may be disqualified from proposing for a period of two years for minor violations or longer for major violations. Proposals from disqualified proposers will not be accepted during the period of disqualification.
