The Maryland Environmental Service is soliciting competitive sealed bids from qualified Contractors to improve certain Caroline County arterial roads in the vicinity of the Midshore II Landfill. Specifically, River Road between State Route 480 and Holly Road, and Holly Road between the Ackerman Farm borrow pit entrance and River Road. The intent of this project is to establish a unit rate-based contract with a paving Contractor to furnish and install road materials as described herein. The undersigned further agrees that, if the work is not completed within the specified time period (either Milestones or final completion), the contractor will be liable for liquidated damages in the amount of $1,900.00 per calendar day for every calendar day beyond the time specified. Accompanying this Bid is a fully executed Bid Bond or acceptable security, in an amount of not less than five percent (5%) of the Bid Price when the Bid Price is $100,000 or more. The successful contractor shall have 60 consecutive calendar days to complete work, excluding Saturdays, Sundays and Holidays after the start date established in the Notice to Proceed issued by MES. When the base bid is in excess of one hundred thousand dollars ($100,000) each bidder shall furnish bid security in an amount not less than 5% of the base bid. For all contracts in excess of one hundred thousand dollars ($100,000) the successful bidder shall also be required to furnish a performance bond and a payment bond, each in 100% of the value of the contract. MBE subcontract participation goal of twelve percent (12%) of the total amount of the bid has been established for this procurement. The right is reserved, as the interest of the Maryland Environmental Service may appear, to reject any items of any Bid.
