Sealed lump sum bids will be received by EPB from licensed General Contractors at the Purchasing office at 1350 East Eighth Street, Chattanooga, Tennessee 37403. Bidders will be met at the door by Ralph Richardson or Ralph Richardson's designated representative. Bidders will not be admitted into the building and there will be no public bid opening. However, the bid tabulation will be emailed to all Bidders of Record as soon as they are tabulated. Bid Bonds, Performance Bonds and Payment Bonds are required from the General Contractor. No bid may be withdrawn for a period of 60 days from bid date. A list of General Contractor bidders who participate in the Pre-Bid Conference will be made available. EPB reserves the right to reject any and/or all bids, to waive all informalities in the bids received, and to accept any bid which, in its opinion, may be for the best interest of the Board. The Owner will determine the lowest and most responsive bid. The Owner's determination of the lowest and most responsive bid will be based not only on the dollar value of the Base Bid, but also on the Bidders demonstrated abilities to perform the Work and other factors subject to the sole discretion and best interest of the Owner.
