Columbia County Highway and Transportation Department hereby requests written proposals for Consultant Design Engineering Services for replacement of bridges and rural road approaches. Three (3) projects are being conducted within the Wisconsin Department of Transportation (WisDOT) Statewide Transportation Projects (STP) local bridge program for the 2024-2029 project cycle as multiple contracts. Work is to include, but not be limited to; consulting, design, project management, necessary reports, descriptions, construction plans, specifications, drawings, field work, coordination, PS&E submittal, and meetings necessary to complete the project The County will review and rank proposals on the basis of the response to several questions pertinent to the project(s). Consultant Selection Committee will select up to 5 firms for presenting qualifications to the Committee in person. Committee will then make a final determination on the consultant to be awarded the work from this list of up to five (5) finalists. The specifications are intended to provide the general intent of performance criteria for the project. No proposal may be withdrawn for sixty (60) days from date of submission. Contract schedule will vary based on County's prioritization and the coordination of the consultants' time availability; however, project(s) are to be completed in accordance with Wisconsin DOT protocol in time for the Department's specified LETTING dates. Columbia County reserves the right to waive any informality, to reject any or all proposals, or to award project in a manner that is most advantageous and satisfactory to the determination of the County.
