When it is in its best interest, Wellington reserves the right to reject any or all proposals with or without cause; to cancel the RFP and re-solicit the services; to waive any or all irregularities with regard to the specifications; and to make the award to the firm offering the greatest advantage to the Wellington. The term of the contract shall be for five (5) years from the date of award, and by mutual agreement Wellington and the awardee(s), be renewable for five (5) additional one (1) year periods. Question Deadline 02/28/2025 at 5:00 PM ET Project Specific Requirements o Firm performs all necessary needs testing. o Firm provides and installs all signage and equipment related to the program. o Firm maintains all equipment, documentation, certifications, and permissions related to the program. o Firm provides system training to Law Enforcement personnel at no cost. o Firm provides Law Enforcement with the ability to review stored footage (minimum 45 days). o Firm provides Law Enforcement with the ability to live stream video from the camera feeds. o Firm provides software for the approval and management of citations, review of video, and input of "hot list" data. o Speed detection camera system must be a high definition motion picture camera system that uses only infrared for lighting. o Firm provides Flock Falcon cameras to serve as license plate readers. o Automated license plate readers for each location. o Flock Falcon licenses plate reader cameras must be operational 24/7. o Licenses plate reader cameras shall be installed in school location zones or existing pole location. o System must provide traffic data for speed and volume based on time of day. o System must be programmable for school calendar, specific enforcement times, and variable speed thresholds. o System must be fixed location in nature. o System must manage multi-lane roads with high volumes of traffic. o Firm provides all necessary documentation of certifications, citations, and evidence needed for court hearings. o The service contract with the Village of Wellington must be reviewable with an option to terminate at any time with 30 days written notice. o Automated license plate readers and video system capabilities must be maintained at all times without regard to school calendar or the volume of citations generated at any location. o Firm is responsible for the cost of returning physical locations to their previous state if any equipment is removed or uninstalled for any reason. o Firm is responsible for ensuring compliance with all applicable Florida laws regarding school zone speed enforcement and automated license plate reading
