East 2nd Street and South Waterloo Avenue Roadway Improvements The project consists of an asphalt roadway for South Waterloo Avenue, notch and widening of East 2nd Street, reshaping of ditches, installation of storm drainage pipes, and other miscellaneous items as described in the plans and specifications. The attention of bidders is called a State of Arkansas Contractor's License is not required to bid on the project; however, no contractor shall submit a bid prior to submitting an initial application (which does not require a full audit) for licensure, and no construction contract shall be executed until the successful bidder has furnished an appropriate license issued by the State of Arkansas Contractor's Licensing Board. Registration and good standing in the System for Award Management (SAM) will be required prior to contract execution. Each bid shall be accompanied by a certified check or bank draft made payable to the City of Russellville or an acceptable bid bond for an amount not less than 5% of the total bid.
