At the option of the Board of County Commissioners and or County Administrator, service will be awarded on the basis of the best qualified bid, including full consideration of unit prices, time and method of delivery, conformity of specifications and service. All bidders agree that rejection shall create no liability on the part of the county because of such rejection. It is understood by all bidders that an unsuccessful bidder has no cause of action against the county for bid preparation costs. The filing of any bid in response to this invitation shall constitute an agreement of the bidder to these conditions. We are a tax-exempt entity, prices shall be net including all exempt taxes. The County shall reserve the right to increase or decrease the quantities specified.
