The City of Attleboro invites sealed bids for the Removal of Aquatic Invasive Water Chestnuts Dodgeville Pond, Attleboro, MA. Request for Bid for the Removal of Aquatic Invasive Water Chestnuts at Dodgeville Pond for the City of Attleboro. Dodgeville Pond is an approximately 26-acre water impoundment of the Ten-Mile River, located in the City of Attleboro. All bids must remain in effect for forty-five (45) Saturdays, Sundays & Legal Holidays excluded. The City of Attleboro reserves the right to reject any bid or portion of a bid, to waive any informalities in a bid & to award contract as shall be deemed in the best interest of the City. Award of contract may be subject to the availability of funding. The City of Attleboro is seeking a water resources management firm to implement an invasive species removal program for Dodgeville Pond. Invasive water chestnut is a significant issue around the region and in many local water bodies. The aquatic plant multiplies exponentially and forms dense, floating mats of vegetation that overtake surface water. The plant alters aquatic habitat by: reducing fish and wildlife foraging, spawning, and nesting areas; outcompeting native plants and jeopardizing biodiversity; and decreasing oxygen concentrations and water quality for fish. Additionally, the invasive plant ruins recreational fishing, makes boating nearly impossible, and further limits flood storage capacity in channelized urban areas, all of which can have economic consequences. This prolific invasive is currently known to be a problem in 19 different locations in Rhode Island and 16 waterbodies in Massachusetts, including Dodgeville Pond in Attleboro. Based on recommendations from NEIWPCC, the City of Attleboro will initiate actions to control the growth of water chestnut in Dodgeville Pond. NEIWPCC will continue to provide technical assistance to the City during the project. The focus of the project will involve the development and implementation of an invasive species removal plan to remove water chestnut. Annually, the area to be treated will be identified based on an inspection of the pond and other pertinent considerations. The selected firm will apply for and obtain permits from the Massachusetts Department of Agricultural Resources, the Attleboro Conservation Commission, and Massachusetts Department of Environmental Protection for an herbicide treatment designed with specifications from a licensed applicator/contractor. The firm will comply with regulatory requirements for notification and posting signage for the treatment. The firm shall also provide a follow-up survey to document effectiveness and provide information for future management, including eventually targeted (spot) treatments as needed. It is anticipated that access will be provided either through Lakeshore Drive and/or South Main Street. Bidders should assume that the aquatic harvester vessels and any other support vessels or equipment will need to be mobilized from this location. SCOPE OF WORK The scope-of-work abides by the specified tasks listed in the City's contract with NEIWPCC. The approved scope-of- work includes the following tasks: 1. Attend a project kickoff meeting with City staff and NEIWPCC. 2. Apply for, on behalf of the city, and obtain any necessary permits from the Massachusetts Department of Agricultural Resources, Massachusetts Department of Environmental Protection, and Attleboro Conservation Commission for an herbicide treatment designed with specifications from a licensed applicator/contractor. 3. Apply herbicide treatment during summer 2025. 4. Electric submission of weekly treatment progress reports to the Department of Planning and Development (Fridays by noon). Progress reports shall include the estimated acreage of water chestnut treated that week, a summary of any problems encountered, and any updates to the project schedule or staffing plan. 5. Any problems encountered during the week shall be immediately reported to the Environmental Planner along with any proposed solutions. 6. A draft management report shall be submitted to the city for review and comment after the treatment program is completed. The successful bidder shall subsequently submit a Final (revised) report reflecting the city's feedback. The report shall include the following, at a minimum: a. Description of the methodologies used to complete the work. b. Identification of the management program duration. c. Maps showing the areas treated by method (mechanical vs. herbicide). d. Tally of the weekly and total wet volumes of water chestnut treated, in acres treated. e. Photographs of the management process and results. These should include representative images of the treatment methods and documentation of pre-treatment and post-treatment conditions in the pond and at the access point(s). f. A follow-up survey documenting the effectiveness of the treatment program, information for future management including eventually targeted (spot) treatments as needed, and a description of any challenges encountered and lessons learned. g. Copies of daily management logs and/or progress reports.
