Although sidewalks generally exist within the Village core, current conditions pose several issues to pedestrian connectivity: sections of sidewalk are cracked or heaved, large curb cuts create safety issues for pedestrians, a large section of two-tiered sidewalk creates tripping hazards and accessibility issues, and a lack of striping, signs, and signals makes current crossings dangerous and leads to elevated vehicle speeds. From March 2021 to March 2023 there were 18 crashes in the project area, several of which resulted in injuries and the majority due to poor sight lines and elevated speeds. The project will design pedestrian scale improvements along approximately 2,000 feet of the Village's core business district to enhance non-motorized travel and address deficiencies in the existing sidewalks and intersections that limit multi-modal mobility, with features as follows: o New ADA compliant sidewalks o New traffic signal with pedestrian crossing signals o Upgraded cross walks and pedestrian warning signs o Reduced curb cuts and access management to minimize vehicle-pedestrian conflicts o Tree maintenance, enhanced green spaces and green buffers PROJECT LOCATION: Starting at the bridge joint on Bridge Street (NY Route 29) and continuing west up Main Street (NY Route 29) approximately 2000' to the west side of the intersection with Salem Street. Includes a short segment of the Salem Street/Washington Square approach to Main Street. Preliminary Design will include, but not be limited to, preparation of the Design Approval Document (identifying, assessing, and selecting a feasible design alternative and its associated impacts), topographic and right-of-way survey and mapping, property deed research, in-depth bridge inspection, evaluation and load rating, evaluation of cost and environmental factors, and preparation for attendance and participation at public informational meetings and/or hearings. Final Design will include, but not be limited to, development of highway and bridge plans, structural rehabilitation design, highway design, preparation of right-of-way plans and acquisition maps, development and design for public utilities, maintenance and protection of traffic during construction, and preparation and submission of final Plans, Specifications, and Estimate (PS&E) for the project. Construction Support will include, but not be limited to, providing technical support during construction on questions relating to the design, and providing assistance in construction bid proceedings, analysis of bids, and review of shop drawings, if necessary. Construction Inspection will include, but not be limited to, providing on-site construction inspection and oversight to ensure the quality of construction and conformity with the final plans and specifications, and preparation of as-built plans. The anticipated start date of preliminary design is April 2025. Construction phase scheduling is subject to securing future project funding. Disadvantaged Business Enterprises (DBEs): DBEs are encouraged to submit proposals in response to this solicitation. Other proposers are encouraged to submit DBE subconsultants where appropriate. Designated firms must submit proof of authority to practice engineering/land surveying in NYS (as appropriate) immediately upon designation. Subconsultants, Subcontracting, and/or joint ventures are permitted.
