Site work for a playground / park / athletic field in Wauwatosa, Wisconsin. Completed plans call for site work for a playground / park / athletic field.

The City of Wauwatosa is requesting proposals from qualified and experienced athletic court maintenance professionals to resurface two existing tennis courts in Hart Park in order to convert them to six pickleball courts. The proposed project is located in Hart Park at the northern tennis courts that are located near the northwest corner of Hart Park adjacent to the softball field and volleyball courts. The Request for Proposal ("RFP") process is intended to provide the City with competitive information to assist in the selection process of a Contractor to complete the work. Each submitting company is responsible for providing all the required information necessary for a complete proposal. All proposal prices shall be firm for the life of the contract subject to acceptance of proposals within thirty (30) days from the date of opening. Written prices to govern. No bid bond or performance bond is required. Collusion between firms (contractors) is cause for rejection of all the involved proposals. PATENTED DEVICES, EQUIPMENT AND PROCESSES: It is understood and agreed that without exception, bid prices include all royalties and costs arising from patents, trademarks, and copyrights. The successful bidder shall, in all cases, indemnify and save harmless, the City of Wauwatosa from any and all claims for infringement by reason of the use of any such patented design, device, material, or process to be used or delivered, and shall indemnify the said City of Wauwatosa for any cost, expense, and damage which it may be obliged to pay by reason of such infringement, at any time during or after delivery. The City of Wauwatosa reserves exclusively to its self, the right to reject any, or all proposals, or to accept the proposal deemed most advantageous to the City and to waive any or all technicalities or informalities in submitted proposals. Questions concerning this proposal request will be received through Monday, February 17, 2025 at 4:00 PM. Answers to questions received will be distributed to all RFP holders of record by 4:00 PM on Monday, February 24, 2025. Proposers are not permitted to contact City Council members or other City staff for clarification of the RFP. Any such contract may disqualify the vendor from evaluation. Scope. The following tasks are assumed necessary and proposing Contractors may suggest a modified scope as part of their proposal. This should not be deemed as a complete list of tasks to complete the project. Work is to be completed in 2025 as soon as possible. Contractor shall provide their proposed schedule to complete the work including anticipated start and completion dates. 1. Visit site and survey existing conditions. It is the responsibility of the Contractor to inform themselves of all site conditions that could affect the accuracy of their bid or working conditions for project completion. 2. Furnish and install six pairs of Pickleball net posts and center tie downs in location shown in the Appendix. Provide proposed product specification in proposal document. 3. Furnish and install approximately 92 feet of four-foot-tall divider chain link fence and 112 feet of eight-foottall divider fence between the pickleball and tennis courts (the City will consider alternative proposals for this section such as variable height fence, Contractor should clearly state their proposed fence). Leave existing tennis court posts as part of the new fence installation to reduce cost. Install only posts ahead of surface preparation with the chain link fabric installed after surfacing. Fabric to be 11 gauge and have galvanized, double-knuckle finish. 4. Prepare surface for restoration (approximately 100' x 120'), at a minimum, by: A. Apply herbicide and allow weeds to die, and then remove any weed growth. B. Thoroughly pressure wash court area to be converted. C. Remove all existing Armor Crack Repair System because Pickleballs will not bounce properly if they hit these old crack repairs. D. Clean all cracks to a depth specified by manufacturer of filler materials. Provide proposed crack filler material in the proposal. E. Fill all cracks as specified by manufacturer. F. Clean all surfaces as specified by surface material manufacturer. G. Identify any low spots that retain standing water. H. Fill low spots with appropriate surfacing materials to level. Provide proposed defect/depression filler material in the proposal. I. Machine down any high spots created by filler if necessary. Contractor to flood the courts and ensure there are no areas of standing water. City to be present for inspection and approval prior to surface installation. J. Treat any rust stains to prevent stain from transmitting through top coat.
