Questions Deadline March 7, 2025 The City of Monticello (Owner) intends to request Statements of Qualifications (SOQ) from Construction Manager at Risk (CMAR) organizations (Proposers) to provide Pre-construction and Construction Phase services for the following Project: Monticello Water Supply Treatment Plant This Project consists of the construction of raw water mains to connect Owner's municipal wells with the water treatment plant (WTP), a 10-million-gallon per day (MGD) WTP expandable to 15 MGD located north of Chelsea Road, WTP effluent piping, modifications to the existing municipal wells to allow pumping to the proposed WTP, and potential modifications to the system's 0.75-million-gallon reservoir. Provided with the Request for Qualifications (RFQ) are additional Project Background Documents. These background documents consist of Engineer's available design documents, including 30-percent design architectural renderings and 30-percent design deliverable. The Owner anticipates short-listing not more than three (3) Proposers to participate in a subsequent Request for Proposals (RFP) and potential in-person interviews. The Owner, acting through its authorized representatives, shall have the right to reject any and all submissions and waive any informality or irregularity contained in said submittals. Refer to the RFQ for all further requirements regarding the SOQ, Proposals, CMAR selection, and other Proposal submittals, qualifications, and procedures. Bond Requirements: In accordance with Minnesota Statutes, Section 574.26 and 574.32, Payment and Performance Bonds will be required from the selected CMAR. As such, the Proposer will need to provide a Surety Letter substantiating the appropriate bonding capacity, see RFQ for further details. Project Funding: This project is being funded in whole or in part by the Minnesota Public Facilities Authority through the Drinking Water Revolving Fund, the Minnesota Bonding Bill, and City of Monticello Obligation Bond Funds. The Owner has also applied to obtain funding through the EPA Community Grants Program. As such, the selected CMAR shall be required to comply with the funding requirements of the Funding Agency(es) when procuring materials, supplies, and equipment as well as when executing the construction activities. Per the Amended Public Interest Waiver of Section 70914(a) of P.L. 117-58, Build America, Buy America Act 2021, the Owner may be exempt from complying with the Build America, Buy America (BABA) requirements. However, the City of Monticello has not yet received a waiver from the Funding Agency. Other funding requirements would remain in full effect. Contract Price and Completion of Work: Owner anticipates that the CMAR's Contract Price will be approximately $35 and $55 million. The CMAR Contract has an expected construction start date of May 2026 with an anticipated substantial completion of August 2028. Start and completion dates contingent on funding availability. Any such addenda will be posted electronically. It is the responsibility of each Proposer to obtain all RFQ addenda prior to submitting their SOQ.
