Renovation of a mixed-use development in North Canton, Ohio. Conceptual plans call for the renovation of a fire / police facility; and municipal facility.

The City of North Canton is soliciting proposals from qualified firms interested in providing Architectural and Engineering (A/E) Services to the City relating to the renovation of North Canton City Hall, specifically the replacement of the facility's aging HVAC systems and renovation of the Police Department located on the lower level of the building. Firms with relevant experience and qualifications, particularly with the renovation of municipal/law enforcement facilities, are encouraged to submit. The Firm ultimately selected by the City will provide full management of architectural and engineering services for the renovation of the North Canton Police Department (NCPD) and installation of a new HVAC System. Scope of Project The City intends to award a contract for the total work required to accomplish the construction of the necessary site improvements pursuant to the established project design. The expectation is to receive a proposal that includes all specified design elements outlined in the program, without significantly increasing the overall cost of the project. North Canton Police Department Renovation The first component of the project is a substantial renovation of the North Canton Police Department's facilities. The project involves renovating the police station, located on the lower level and spanning approximately 9,200 square feet, to accommodate space requirements and enhance safety and security features. This space includes a 1,900-square-foot indoor firing range that is used for tactical training that is not included in the renovation plan. The police station contains administrative offices, patrol office space, emergency dispatching, the detective bureau, locker rooms, evidence and records storage, a small vehicle garage, and the firing range. The station also lacks any arrestee booking or holding functions in the building. As such, the renovation will seek to optimize functionality and safety. The needs of the department are focused on increasing office and meeting space, storage, and other areas that serve the Department. The renovation of the NCPD facilities includes all of the following: o Design & Layout: Reconfigure the lower level of North Canton City Hall to improve workflows, storage, and security. o Demolition: Remove non-load-bearing walls, flooring, and other elements as needed. o Construction: Build new walls, ceilings, floors, and install windows and fixtures suited for law enforcement functions. o Security & Safety: Implement advanced security features like secure storage, bullet-resistant materials, and access control systems. Audio-visual systems will include paging, sound reinforcement, TV, and projector connections. o Interior Finishes: Install durable finishes (floor/wall coverings, lighting, and furniture) emphasizing safety and longevity. o Plumbing: Modify or replace existing plumbing for new fixtures and restroom locations. o Lighting: Replace existing fixtures with energy-efficient LED lighting. Special lighting systems will be installed as needed, with egress lighting meeting NFPA standards. o Electrical: Remove existing wiring and install new, specification-grade devices. Floor boxes and pokethroughs will be added for receptacles, data, and A/V connections. Emergency power will rely on a 250kW diesel generator, while an unnecessary smaller generator will be removed. o Technology: Install a structured cabling system, including CAT6 jacks, WAP outlets, and appropriate pathways in compliance with TIA and BiCSi standards. o Compliance: Ensure all work adheres to building codes, safety regulations, and ADA requirements. Project will not include selection or placement of furniture. Additional design details can be found within the supporting documentation included with this request. HVAC System Replacement The second component of the project consists of the replacement of the existing HVAC system. The current system is original to the building and has reached the end of its useful service life. The system services the entirety of City Hall, which is a +-24,000 square foot, two-story concrete and masonry structure constructed in 1971. The building is predominantly served by two air-handling units. The unit serving the upper floor is a dual duct system that includes a hot deck and a cold deck. Heating is provided by building heating water and cooling is provided by building chilled water. Hot and cold duct mains are routed within the ceiling to serve dual duct mixing boxes. These boxes mix the hot and cold air to achieve the temperature setpoint in the zones they serve. The unit serving the lower level is a multizone unit. This unit also includes a hot and cold deck served by building heating and chilled water systems, however this setup mixes the hot and cold air directly at the unit for zones before ducting it to serve them. Each air handling unit has remote-mounted return air fans that are used for return and relief air. Both air handling units and associated return fans are original to the building and well beyond their useful life from a condition aspect as well as an energy efficiency aspect. Building heating water is generated by a gas fired noncondensing boiler. Heating water is distributed throughout the building uses two constant-speed heating water pumps. The heating water serves air handling units coils and finned tube radiation through the building. All equipment is in poor condition and beyond its useful life. Chilled water within the building is generated by an air-cooled chiller mounted on grade outside the mechanical room. The chiller was manufactured in 2005 fine and is nearing the end of its life. The building has a single chilled water pump in fair condition. The chilled water only serves air handling unit coils. Temperature controls within the building are a mix of pneumatic and electric controls. All controls are well beyond their useful life and in poor condition to operate the building. As mentioned above, the lower level of the building houses the NCPD, while the upper level houses city administrative departments including Finance, Building & Permits, Engineering, and Utilities, with a shared conference room accessible from the public lobby. The installation of a new HVAC system will include: o System Layout: Reconfigure the HVAC/mechanical system to optimize functionality according to the established design plans. o Demolition: Removal of the existing system and any other elements in need of replacement. o Construction: Installing the new system and supporting elements and ensuring the proper function of the system. Additionally, the new HVAC system should meet the following criteria: o Energy efficiency: The new HVAC system should meet the latest energy efficiency standards (e.g. SEER ratings and LEED certification, if possible). o Noise Level: The system should operate quietly, with minimal disruption to staff within the building. o Zone Climate Control: The system must be capable of zone climate control, offering the ability to control temperature in different areas of the building. o Air Filtration: The system should have a high-quality filtration system, including HEPA filters, to improve air quality. o Durability: System should be suitable for high usage to accommodate a 24-hour police facility and City Hall operating within normal business hours. o Integration: The new HVAC system must accommodate the new layout and features of the renovation without compromising airflow or energy efficiency.
