Site work and new construction of a detention facility in Austin, Texas. Working plans call for the construction of a detention facility; and for site work for a detention facility.

SCOPE: In accordance with the provisions of Texas Government Code, Chapter 2269, Subchapter F, Construction Manager-at-Risk Method, and Rules and Procedures adopted by the Texas Facilities Commission (TFC), TFC is requesting qualifications for a Construction Manager-at-Risk (CMR) to provide Pre-Construction and construction management services for the Texas Juvenile Justice Department Facilities located at (2) Sites to be identified by March 31, 2025, hereinafter described as TFC Project #24-43-2558 (the Project). This Project will be administered by TFC. This procurement will be a two-step award process with a two-part work requirement. A. Step One of the solicitation will include a submittal of company experience and qualifications focusing on projects of similar size and type. Respondents will be evaluated on experience and qualifications, as detailed in Section V, Submission Requirements. Only the highest ranked 5 or fewer Respondents will be shortlisted based on this evaluation and invited to participate in interviews. Based on the interviews, the short-listed firms may be invited to participate in Step Two. B. Step Two of the solicitation will include the short-listed firms participating in interviews. The short-listed firms participating in the interviews may be requested to submit pricing information related to indirect construction costs as detailed in Section V, Submission Requirements. COST OF WORK: Respondents to this RFQ should consider the Cost of Work for both sites as One Hundred Fifty-three Million dollars ($153,000,000.00) to Two Hundred Million Dollars ($200,000,000.00) CONTRACT TERM: The preliminary/targeted cumulative Pre-Construction period is estimated to be 195 calendar days, and the cumulative Construction period is 711 calendar days for a total contract term of 906 calendar days except as may be otherwise amended or negotiated. As of October 30, 2025, this project is in the programming phase of design. Construction is anticipated to begin in November 2026 with completion in August 2028. A general contractor has been selected.
