Prospective Bidders desiring an explanation or interpretation of this solicitation, plans, specifications, etc., must request it in writing from the Purchasing Section by no later than 12:00 p.m. PST on MARCH 5, 2025. The District is soliciting proposals from local contractors for the construction of a 6-foot-tall CMU block wall with 4-foot-high anti-climb spike extenders around Well Site 137, 203, 207 and the Stoddard Wells pump station. The project also includes the procurement and installation of various automated slide gates and man gates, as detailed in this document. Additionally, the scope of work involves the removal of the existing chain-link fence, construction of concrete footings for the new walls and gates, and the installation of an automated slide gate operator system, including electrical wiring, for designated slide gates. Bid Guaranty and Bonds: Each Bid Proposal shall be accompanied by: (a) cash; (b) a certified or cashier's check; or (c) a bidder's bond made payable to District of Victorville in an amount equal to ten percent (10%) of the Total Base Bid as bid security. Said Bid Guaranty shall be enclosed in the same envelope as the Bid Proposal and no bid shall be considered unless such Bid Guaranty is enclosed therewith. The successful Bidder will be also required to furnish performance and payment bonds, each in an amount equal to one hundred percent (100%) of the Total Base Bid. Contractor's License: Bidders must be licensed in accordance with the "Contractor's License Law," Chapter 9 of Division 3 of the California Business and Professions Code. At the time of submitting the bid, Bidders must possess a valid Class A California Contractor's License Engineer's Estimate: The Design Engineer has calculated an estimate of probable construction costs for this project. The District does not wish to publicize the engineer's estimate of the project cost since this information may tend to influence the number and nature of bids received. However, for the bidder's convenience, the District will publicize that the engineer's estimate for the base bid falls within a range of $1,200,000.00 TO $1,400,000.00. Site walkthrough notes: Prospective bidders are encouraged to ask questions, address problems, and other issues regarding this project during the meeting and job walk. All questions, other than those asked at the pre-bid meeting and job walk, and not specifically addressed within the Contract Documents, must be submitted in writing to cmcalderon@victorvilleca.gov. Prospective Bidders may visit the Project Site without making arrangements through the District.
