Public Safety Burn Building Addition Expansion No bidder may withdraw his bid for the period of sixty (60) days after the scheduled closing time for the receipt of bids. The Westmoreland County Community College reserves the right to reject any and all bids. Westmoreland County Community College isseeking proposalsfromqualifiedfirmsto upgrade their existing Class A burn building, located Public Safety TrainingCenter, 65 Public Safety Drive, Smithton, PA 15479 by addingon additionalspace to simulate a hotel,mid-rise,multifamily residential, and taxpayer/commercial settingwith a flashoversimulator; upgrades must meet applicableNFPA current edition upon completionof upgrades.Upgradesto be completed on Side D of existingbuilding (See AppendixA). The following scope of work is being proposed: 1. Custom Class A 4 Level Addition: o Minimum of 4,752 square feet of training space o Minimum of 3 Class A Burn Rooms o Minimum of 4 forcible entry doors o Modular interchangeable bolt-in construction o NFPA 1402 Compliance o Overhead Hallway Burn Prop o Comprehensive adjustable roof vent prop o Fixed Roof Vent Prop w/ Ceiling Prop o Thermal monitoring o Minimum of 3 Balconies o 30' Flashover Simulator, tied into existing Class A burn building and custom Class A upgrade o Dedicated 4 level return staircase tower o Commercial Glass Storefront Door Prop o Custom layout on levels 2/3/4 o Concrete foundation support system 2. Four (4) level open area design concept for Class A "Live Fire" to meet the following needs: o Hotel o Mid/Rise o Multi-family residential o Single family residential o Taxpayer/commercial setting 3. Flashover simulator attached to upgrades. o Tied into the existing burn building, so it can be utilized to charge the current building with smoke, if so desired. 4. First, second and third floor, minimum of three (3) 40-foot shipping containers wide. o First floor with commercial glass storefront prop. 5. Fourth floor, minimum of two (2) 40-foot shipping containers wide. 6. All containers with opening access via the original door system must have the bottom cam and cam keeper removed to avoid tripping hazards. 7. All floors have an open concept design, except the third floor. o Third floor setup as multiple apartments with minimum of one (1) burn room and minimum of three (3) forcible apartment door systems. 8. Containers and/or foundation must be adjusted for entering the current first and second floor of the existing Class A burn building. o First floor at the current garage door entrance. o Second floor in the existing primary hallway. o All additional level outside stairwells to land onto the current existing Class A roof level. o Tie in to existing building - needed openings, and/or concrete masonry unit (CMU) adjustments are the responsibility of the awarded firm. 9. All levels need to have a proper water drainage system. 10. Windows o OSHA approved height 11. Minimum of three (3) Burn Rooms: o Minimum locations: 1. Fourth floor 2. Third floor 3. Determined by client based on design o Must meet applicable NFPA current edition compliant burn rooms. o All burn rooms must be designed for five (5) standard pallets and hay for burning, except the flashover simulator. o OSB to be a secondary fuel and not the primary fuel source, except the flashover simulator. o Burn rooms must be able to support multiple fires per evolution, minimum of three sets per evolution. o Burn rooms must support an easy/simple repair system. o Replacement of entire shipping container will not be accepted. o Air control vents to support proper combustion, as applicable. o Padge Nite boarding or similar products that are not protected from cracking or spalling will not be accepted. o A thermal monitoring system is required. 12. Balconies, if applicable, are designed to meet OSHA approved railing system, and fire tactical loads. 13. All exterior roofs of shipping containers, where applicable, to have exterior roof deck with OSHA approved railing system designed for fire tactical loads. 14. All exterior doors to be fire rated entry doors. 15. Interior return staircase on all floors. o Designed to support firefighting tactical loads. 16. Exterior staircase, railings with platform, as applicable to land onto the current Class A burn building roof. o To Include landing platform's w/staircase, as applicable. o Designed to meet OSHA approved railing system, and fire tactical loads. 17. Forcible entry door system: o Third floor designed as multiple forcible entry apartments with one (1) fire room with at least three (3) forcible doors. o All forcible entry doors, shall have the capability to simulate the following: I. Full Height Door w/ Full Length Jamb Pry Area II. Drop Bars (Inward & Outward) III. Multi-level locking IV. Hinge pulling/cutting with real hinges (For Wood & Steel Doors) V. Thru-The-Lock Option(s) VI. Panic Bar Cut Thru Breach System 18. Roof Vent Prop system, shall have the capability to simulate the following: o Minimum of 8' x 8' cut area o Hangers accept 2x4, 2x6, 2x10 o Quick change over system o Adjustable to various heights to simulate the following - flat, 5:12, 9:12, 16:12 o Drywall punch capabilities 19.
