Request for Proposals (Sealed) from professional project manager and Architectural /Design firms to construct a public water fountain with related site work at Veteran s Park, 4525 Indianapolis Blvd., East Chicago, Indiana 46312. The contract awarded as a result of this Request for Proposals is expected to be assisted in whole by a grant from the Department of Housing and Urban Development s (HUD s) Community Development Block Grant (CDBG) funds. Neither the United States or the District of Columbia, nor any of its departments, establishments, agencies, employees, and instrumentalities is or will be a party to this Request for Proposals or any resulting Agreement. The project is to be completed by March 24. 2025. This is a Section 3 project (24 CFR Part 75) and will require, to the greatest extent feasible, fulfilling the objectives of Section 3 and ensuring that economic opportunities, most importantly employment generated by this project, shall be directed to low- and very low-income persons, particularly though not exclusively those who are recipients of government assistance for housing or residents of the City of East Chicago, Indiana. As a Section 3 project, the total number of labor hours worked on the project will be required to be reported for three categories of workers: 1) All worker labor hours worked, 2) Section 3 worker labor hours worked, and 3) Targeted Section 3 worker labor hours worked. The ECDR is an equal opportunity employer and encourages participation by women- and minority-owned businesses, and Section 3 businesses and workers. Efforts should be made to include such entities when and where the opportunity exists to participate in this project as sources of supplies, equipment, construction and services. The successful bidder shall not discriminate against any employee or applicant for employment on the basis of race, color, religion, creed, political ideas, sex, age, marital status, physical or mental handicap, or national origin. The project is to be completed by March 24. 2025. Contractors Scope of services as follows: The undersigned having carefully examined the Contract Documents consisting of the following: Specifications (Inclusive of all Sections and Exhibits); Drawings; and Addenda, if any. As prepared by the City of East Chicago Department of Redeployment, the Contract Documents form an integral part of this Proposal. After examining the premises and conditions affecting the work, the Contractor proposes to furnish all labor and materials required to Construction the City of East Chicago Veterans Memorial Fountain Complex which shall involve: 1. Site surveying 2. Excavation 3. Plumbing 4. Underground Electrical 5. Grading 6. Decorative Cement Installation/Finishing 7. Commercial Water Fountain Installation 8. Stonework 9. Landscaping 10. Relocation of existing Monument Stones 11. Outdoor Lighting According to the construction Documents provided, the Contractor's price shall include all means and methods necessary to complete all work specified within the Blueprints. The Contractor may utilize engineered value methods as needed. The Contractor must attach an EXCEL SPREADSHEET with a complete price breakdown of each division. Additionally, the Contractor must provide line-item allowances for excavation, backfill ("clean soil required"), electrical, plumbing, water fountain installation, relocation of existing monument stones and related components, cement and finish work, stone precast benches, stainless steel handrails, landscaping, fencing, and all other items contained within the provided prints. The Contractor is responsible for all construction permit costs and any required soil tests. Furthermore, the Contractor must submit a bid bond, performance bond, and payment with the bid package, along with all completed documents contained within the bid package. The Contractor is submitting a cost proposal for both materials and installation labor. The ECDR reserves the right to reject any or all proposals; to waive any informalities therein; and to return, unopened, any proposals received after the time fixed therein. The terms Bid and Proposal, whether in singular, plural, or identity form, shall be understood as common representations of language throughout the solicitation and project. Each Firm is solely responsible for the risk and cost of preparing and submitting a proposal, which must be signed by an authorized agent of the Firm. Discrepancies, exclusions, and clarification regarding each subcontractor s scope of work shall be addressed by the subcontractor, in writing, to the Project Manager during the bidding process. The Prime Contractor must Provide a list of all Subcontractors used on this project. The method of Contractor Selection has not been Determined at this time.
