The City of Saint Paul Parks and Recreation Department (City) is issuing this Request for Proposals (RFP) to seek qualified design firms to provide design and construction administration services for work at Hidden Falls Regional Park to construct a new Park Pavilion and Restroom to replace the existing pavilion structure by the Hidden Falls North Entrance (1313 Hidden Falls Road, St Paul, MN). This project will include the design, bid documents, and construction services required for the creation of a new pavilion and restroom facility. Planning, design, and testing are planned for winter – fall of 2025 with construction planned for 2026. The purpose of this RFP is to outline the scope of services for design of the new facility, to solicit proposals from qualified design firms, conduct a fair and extensive evaluation based on criteria listed herein, and select the candidate who best represents the design direction of the Department of Parks and Recreation. As of December 17, 2025, design team identified.
