Renovation of a municipal facility in Elkton, Maryland. Completed plans call for the renovation of a 4,375-square-foot, one-story above grade municipal facility.

This RFP is looking for a design/build contactor to design, permit and construct two additions to the existing wood framed structure to accommodate approximately 1,000 sf, to include all related infrastructure and all requirements listed within the Scope of Work. Additionally, the entirety of the asphalt roof is to be removed and replaced and a new generator and associated infrastructure is to be provided. These items are to be provided as part of the base bid. The contractor is to provide an alternate to provide finish recapitalization within the existing waiting room and any tree removal in the area for the proposed generator. Estimated Notice to Proceed: May 28, 2025 Onsite Construction Period: October 2, 2025 through April 3, 2026 Final Completion Date: April 3, 2026 No proposal will be considered unless accompanied by a certified check or an acceptable proposal bond of the Contractor or other surety satisfactory to the County such as a Letter of Credit from a Bank acceptable to the County, payable to the order of Cecil County, Maryland, for five (5) percent of the total price proposal, which will be forfeited to the County as liquidated damages in case an award is made and the Contract and Bond are not promptly and properly executed as required within ten (10) days after the award of the Contract All Task Orders, contract agreements of $100,000 or greater, will require a Contract Payment and Contract Performance Bond and each to be in an amount equal to one hundred percent of the Contract amount. If the total price is less than $100,000.00, the Contract Payment and Performance Bonds will not be required. QA - 7/7/25: This Request for Proposal does not require MBE certification.
