Cecil County Department of Public Works is seeking a Contractor(s) to perform services for the maintenance of existing & construction of new stormwater management facilities. Typical services performed under this contract may include, but are not limited to, the rehabilitation, maintenance, landscaping, and repair of existing stormwater management facilities, such as wet and or dry ponds and Environmental Site Design (ESD) practices. Additional services may include the construction of new stormwater management facilities, such as stormwater management ponds and ESD practices, as well as the modification, retrofit or reconstruction of existing facilities. The contract may also include the construction of stream restoration, stabilization projects, and other water quality best management practices (BMPs). Question Submission Deadline March 25, 2025, 3:00pm All questions shall be asked using the question & answer feature via online. Cecil County, Maryland or its agencies reserves the right to accept in part or in whole any or all proposals submitted or to waive any technicality or minor irregularity in a proposal. Additionally, the County shall reject the proposal of any Contractor determined to be non-responsive in accordance with the Code of Cecil County, Section 92 and requirements set within this RFP. Unreasonable failure of a Contractor to promptly supply the County with information with respect to responsibility may be grounds for a determination of non-responsibility. The County intends to award at least one (1) Contract from this RFP but has the right to award to multiple Contractor(s) that would best serve the County's requirements. All Proposals, RFPs, IFBs or RFQs are contingent upon budgetary constraints. All proposals shall be valid for one hundred eighty (180) days from the date of the RFP opening and become the property of the County. If negotiations result in modifications to the RFP, then one hundred eighty (180) days will commence from the date of the receipt of the new proposal. This period may be extended by mutual written agreement between the Contractor and Cecil County, Maryland. July 1, 2025 or final execution of contract documents through June 30, 2026 Renewal Options (by mutual agreement): 1st Renewal: July 1, 2026 through June 30, 2027 2nd Renewal: July 1, 2027 through June 30, 2028 3rd (Last) Renewal: July 1, 2028 through June 30, 2029
