SERVICES TO BE PROVIDED The Florida Fish and Wildlife Conservation Commission (FWC), is requesting Statement of Qualifications from Professional Services firms qualified to perform planning and design, review plans and designs, surveying and GIS mapping, geotechnical engineering, environmental/biological services, civil engineering, and project and database management in accordance with Section 287.055, Florida Statutes, for a wide variety of projects throughout the state of Florida. All of these services shall be provided by one (1) firm whether in-house or through subconsultants. A minimum of three (3) Respondents will be short-listed for interviews and one firm is anticipated to be selected and placed under a Continuing Services Contract. They will be responsible for assigned projects having estimated construction costs, planning or study fees not exceeding the threshold amounts of $7,500,000.00 (construction) and $500,000.00 (planning or study fees) respectively, provided for in Section 287.055, Florida Statutes (F.S.). Qualified Certified minority-owned, woman-owned and service-disabled veteran business enterprises, as certified by the State of Florida Office of Supplier Development, are encouraged by the Commission to participate in the RFSOQ process. PROCUREMENT MANAGER Matt Carroll (matthew.carroll@myfwc.com) TERM AND RENEWAL This contract will be for an initial period of three (3) years with an option to renew for three (3) additional one (1) year periods upon the same terms and conditions contained in the executed contract. Respondents are responsible for submitting all required documentation by the dates and times specified in the Calendar of Events. ECONOMY OF PRESENTATION Each response shall be prepared simply and economically, providing a straightforward, concise delineation of Respondent's capabilities to satisfy the requirements of this RFSOQ. Elaborate binding, colored displays, and promotional materials are not required. However, examples of services provided may be included as attachments to the response. Emphasis in each response must be on completeness and clarity of content. To expedite the evaluation of responses, it is essential that Respondents follow the format and instructions contained herein. All costs associated with preparing a response to this RFSOQ is the sole responsibility of the Respondent. MANDATORY RESPONSIVENESS REQUIREMENTS FOR RESPONSE SUBMISSION Respondents interested in being considered for this project must submit one (1) original printed copy and one electronic copy of the entire response in PDF format on a flash drive. Submissions shall include a table of contents with tabbed sections in the following order: 1. A letter of interest detailing the Respondent's qualifications; related experience in perform planning and design, surveying and GIS mapping, geotechnical engineering, environmental/biological services, civil engineering, and project and database management; ability to do the work; and meet the selection criteria referenced below. 2. Professional Qualifications Supplement (PQS). Specify the number of billable staff members within the office address listed in Item 2, whether or not you have current or previous DMS or Agency State Work. 3. A copy of the Respondent's current Florida Department of Business and Professional Regulation License. 4. A Respondent submitting a response shall be registered in the MyFloridaMarketPlace (MFMP) system and, where required, the Sunbiz system prior to the RFSOQ award. Business entities which must be on file with Sunbiz include the following foreign and domestic entities: Corporations for and not for profit, Limited Liability Companies (LLC), Limited Partnerships (LP) including Limited Liability Limited Partnerships (LLLP), and organizations doing business under a fictitious name (DBA). A Respondent may not be considered for an award if not registered in the MFMP and Sunbiz system. 5. Completed Federal GSA Standard Form 330 (Rev. 8/2016). 6. At a minimum, provide five (5) references that contain the following: project name with the owner's representative's name, e-mail address and telephone number. DEADLINE FOR QUESTIONS Any questions from Respondents concerning the RFSOQ shall be submitted in writing to the Procurement Manager. Questions must be received no later than the date and time specified in the Calendar of Events (Page 2). Questions may be sent via email with the solicitation number in the subject line. It is the responsibility of the Respondent to confirm receipt of questions if needed. If questions are received, an addendum will be issued and shall be posted on Vendor Information Portal (Vendor Information Portal). It is the Respondent's responsibility to check periodically for any information updates to the solicitation which are posted to the VIP website. The Commission bears no responsibility for any delays, or resulting impacts, associated with a respondent's failure to obtain the information made available through the VIP website. MAILING INSTRUCTIONS All responses shall be submitted in a SEALED PACKAGE addressed to: Florida Fish and Wildlife Conservation Commission Attn: Purchasing 1875 Orange Avenue E Tallahassee, Florida 32311-6160.
