Demolition, site work, new construction and addition to a development in West Palm Beach, Florida. Completed plans call for the addition of a development; for the demolition of a development; for the construction of a development; and for site work for a development.

Architectural/Engineering services for the Palm Beach County Convention Center Expansion located at 650 Okeechobee Boulevard in the City of West Palm Beach. Professional Services include, but are not to be limited to, programming, master site planning, design, interior space planning, engineering, permitting and construction administration for an approximately 280,000 square foot addition to deliver the expansion needs of the facility (i.e., exhibit hall space, break out rooms, ballrooms, etc.), within the constraints of the Development of Regional Impact (DRI) development order (City Ordinance No. 5038-23). The first project deliverable will be development of a master plan for the Convention Center Expansion that will also accommodate future siting of a 200 room boutique hotel on site. This project will include all the related infrastructure and site work development required to support the Convention Center Expansion without compromising the ability to realize the future delivery of the separate hotel on site. Architectural/Engineering services for the hotel are NOT included in the scope of this Request for Proposals (RFP). Responses will be evaluated based on the selection criteria set out in the RFP including the Affirmative Procurement Initiatives (APIs) determined by the County's Goal Setting Committee. The APIs for this solicitation are Up to 15 points shall be awarded based on the level of MBE dollar participation for African American owned businesses that has been committed to on the prime respondent's team. GSC Findingsto support MBE preference: The County's Disparity Study found disparity in professional services contracting (CCNA) for African American Owned businesses. The SBE goal for this project is a mandatory minimum of 20% participation. A mandatory SBE and/or MBE goal applies to thissolicitation, so any proposal that failsto comply with the required goalshall be deemed non-responsive afterthe period allowed for waiverrequests has lapsed. If a proposer is unable to comply with a required goal, such proposer shall submit a request for a waiver or partial waiver at least 7 days prior to the proposal due date. If a proposer requests a waiver from a goal from the Office of EBO at least 7 days prior to the proposal due date, then the proposal due date will be extended pending the outcome of a waiver request. Additionally if the waiver is granted the solicitation will be amended accordingly Palm Beach County reserves the right to waive any irregularities or reject any and all proposals.
