February 18, 2025, at 3:00 PM - Questions regarding this solicitation MUST be posted on the Q&A section of this proposal on the City's e-procurement portal. General questions about using the e-procurement portal may be directed to the Purchasing Department at purchasing@schertz.com. All questions must be submitted Any verbal responses, written interpretations, or clarifications other than Addenda to this RFP will be without legal effect. All Addenda issued by City prior to the Submittal Deadline will be and are hereby incorporated as a part of this RFP for all purposes. The City will have a reasonable amount of time to respond to questions or concerns. It is the City's intent to respond to all appropriate questions and concerns; however, The City reserves the right to decline to respond to any question or concern. Only City responses that are made by formal written Addenda will be binding on the City. Any verbal responses, written interpretations, or clarifications other than Addenda to this RFP will be without legal effect. All Addenda issued by City prior to the Submittal Deadline will be and are hereby incorporated as a part of this RFP for all purposes. Until the final award by City, City reserves the right to reject any and/or all proposals, to waive technicalities, and to proceed otherwise when the best interests of City will be realized. Costs incurred in the preparation of a proposal are the sole responsibility of the proposer. The successful Contractor shall be responsible to reimburse City for the development of this RFP and contract documents. The estimated costs to be incurred by City are $39,940, however, the actual amount incurred at the time of award of the contract will constitute the amount to be reimbursed. April 1, 2025 Council awards Contract to winning proposer July 1, 2025 New Contract Service Period begins Enclosed with this Proposal is a Certified Check or a Proposal Bond in the sum of Fifty Thousand Dollars ($ 50,000.00) made payable to City of Schertz which it is agreed shall be collected and retained by the Owner as liquidated damages in the event this proposal is accepted by the Owner within ninety (90) days after the Proposals are received and the undersigned fails to execute the contract and the required bond for the Owner within ten (10) days after the date said Proposal is accepted, otherwise, said check or bond shall be returned to the undersigned upon request. Upon Contract execution, Contractor shall furnish to City a Performance Bond from a reputable banking institution, reasonably acceptable to City, with a corporate surety to guarantee the faithful performance of the obligations under the Contract in the amount equal to one hundred percent (100%) of the estimated annual value of the Contract.
