Site work and paving for a bridge / tunnel in Norwich, Vermont. Completed plans call civil work for a bridge / tunnel.
Work to be performed under this project includes: 1) Illsley Road - Replacement of the existing 36" x 32" diameter culvert with a 112" wide x 75" tall x 34' long Aluminized Steel Pipe Arch with wingwalls. 2. Kate Wallace Road - Replacement of the existing 24" x 34" diameter culvert with a 6' wide x 6' tall x 40' precast concrete box culvert with wingwalls. 3) Norford Lake Road - Replacement of the existing 60" diameter culvert with a 10' wide x 7' tall x 48.5' precast concrete box culvert with wingwalls. For this Proposal the Engineers Estimate falls between: Illsley Road: $220,000 and $260,000 Kate Wallace Road: $230,000 and $270,000 Norford Lake Road: $335,000 and $375,000 Total estimated costs: $785,000 and $905,000 LOCATION: Illsley Road, 300' South of the intersection with Podunk Road. Kate Wallace Road, 300' North of the intersection with Tucker Hill Road. Norford Lake Road, 100' East of the intersection with New Boston Road. This contract is governed by the Vermont Agency of Transportation ("VTrans") 2024 Standard Specifications for Construction Each BID must be accompanied by a certified check payable to the Town of Norwich for five percent (5%) of the total amount of the BID. A BID bond may be used in lieu of a certified check. Work to be performed under this project includes: Illsley Road: Replacement of the existing 36" x 32" diameter culvert with a 112" wide x 75" tall x 34' long Aluminized Steel Pipe Arch with wingwalls. Norford Lake Road: Replacement of the existing 60" diameter culvert with a 10' wide x 7' tall x 48.5' precast concrete box culvert with wingwalls. The existing pave intersection will be extended to the proposed box culvert to the intersection of Norford Lake Road/Ladeau Road. During the advertisement phase of this project all questions shall be submitted in writing by 3:00pm on 2/26/2025 and addressed solely to: Everett Hammond, Engineer (802) 376-0042 hammondeng@gmail.com The Contract shall be completed on or before October 15, 2025. Certification is required by the Equal Employment Opportunity regulations of the Secretary of labor (41 CFR 60-1.7(b) (1)) and must be submitted by bidders and proposed subcontractors only in connection with contracts and subcontracts which are subject to the equal opportunity clause. Generally only contracts and subcontracts of $10,000 or under are exempt as set forth in 41 CFR 60-1.5. See Appendix A for Contractors EEO Certification Form (CA-109). This certification form must be signed and submitted with the bid. All bidders are required to execute a sworn statement, certifying that the bidder has not, either directly or indirectly, entered into any agreement, participated in any collusion, or otherwise taken any action in restraint of free competitive bidding in connection with such contract. See Appendix B for Debarment and Non-Collusion Affidavit (CA-91). This affidavit must be signed and submitted with the bid. (Prime Contractor): All bidders are required to complete this self-reporting form in its entirety, sign and submit with the bid. The Town of Norwich hereby notifies all bidders that it will ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the basis of race, color, religion, sex or national origin for an award. This is consistent with the Town's requirement to comply with provisions of Title VI. Bidders agree to abide by the Davis Bacon Wage Rate Schedule, which apply to these Contract Documents. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
