The Town of Riverdale Park (hereinafter called the "Town") will accept sealed bids for mowing and general lawn care services (including but not limited to mulching, weeding, and plant installation) at various locations in the Town. This schedule estimates the time needed to complete this ITB process. The Town reserves the right to modify this schedule as needed to accommodate the completion of the process. Last Date for Questions: February 17, 2025, 5:00 PM Last Date for Responses to Questions: February 19, 2025 All questions concerning this ITB must be submitted in writing via email to RFP-BIDQuestions@RiverdaleParkMD.Gov. Each bid shall be accompanied by a bid bond signed by a surety company licensed to do business in the State of Maryland, or by a cashier's check, certified check, or Treasurer's check drawn on a responsible bank doing business in the United States in the amount of ten (10) percent of the total Bid and shall be made payable to the Town of Riverdale Park. A U.S. Postal Money Order is acceptable. The Bid Bond must be received by the proposal due date. Hand-delivered checks must be delivered to the Riverdale Park Police Department Dispatch Office, 5004 Queensbury Road, Riverdale Park, MD 20772, 1st Floor. Performance Bonds The selected company must furnish a Performance Bond in the amount of one hundred (100%) percent of the contract price covering faithful performance of the contract, made out to the Town of Riverdale Park, Maryland, within ten (10) calendar days of his/her notification that his/her bid has been accepted. The surety thereon must be such surety company or companies as are authorized and licensed to transact business in the State of Maryland. Failure to furnish the required Performance Bond within the required ten (10) days of notification shall be grounds to forfeit to the Town the bid bond. 8. Scope of Work A. General 1. The selected contractor shall recognize and perform in accordance with all stated intents, specifications, and stipulations contained or referenced herein. The intent is to maintain an attractive condition of the properties as determined by the Town. The Contractor shall maintain such appearance. Any discrepancies in the understanding of this clause shall be resolved in a manner as determined by the Town. 2. The successful Contractor shall furnish all labor, equipment, tools, services, and skills necessary to maintain the landscape in an attractive condition throughout the contract period. Maintenance of plant materials shall include but not be limited to mowing, edging, pruning, fertilizing, watering, and cleanup. All work shall be performed to provide a neat, clean, and trimmed appearance performed in a professional manner. Trained personnel using current, acceptable landscape practices shall perform all landscape maintenance services. It is the intent of the Town that work will be performed in a resource-efficient, sustainable, and cost-effective manner. 3. The work shall be performed between April 1st and November 30th of each year. No service will be conducted during December, January, February, or March. 4. It shall be the Contractor's responsibility to verify the areas, sizes and quantities of the surfaces and items to be maintained. Failure of the contractor to verify the listed areas, sizes, and quantities of the surfaces shall not relieve the Contractor of the responsibility to provide all services required to the standards included herein, for the prices submitted in the Contractor's bid proposal. 5. The Contractor is encouraged to use non-polluting devices such as rakes and brooms when feasible. The Town prefers that blowers and other power equipment are low decibels, low-fossil fuel consumption, and low-emissions models. The Contractor is also encouraged to develop practices that incorporate on-site recycling of organic materials, such as leaves and grass clippings, and the use of recycled materials in its maintenance operations. 6. The Contractor shall visually inspect all landscape areas monthly between April and September to identify potential pest problems. Pest problems include insects, disease, and weed infestations. The presence of a pest does not necessarily mean there is a problem. The Contractor shall keep and provide copies of written records of pest identified and areas where problems may be developing, and work cooperatively to identify any area where non-chemical insect pest management control methods should be followed. The first term of the agreement shall be for a period of (3) years beginning April 1, 2025, and ending March 31, 2028, with the possibility of two (2) consecutive one-year extensions.
