Question Deadline 03/13/2025 at 4:00 PM ET Email: procurement@yorkcountygov.com York County is seeking sealed proposals from qualified vendors to layout and construct approximately 10 ~ 12 miles of equestrian and pedestrian trails at Worth Mountain. Tentative Date of Council Approval: May 9, 2025 This RFP is for layout and construction of approximately 10~12 miles of natural trails for pedestrian hiking and equestrian use. B. Trail layout and construction should minimize tree removal, follow natural topography, and avoid protected streams and wetlands. The trail width will vary with a minimum width of 6 feet. The trail width may increase based on site conditions (i.e. utilizing portions of existing maintenance trails- map attached). The trail must have a side slope of no steeper than 2:1. Runoff/drainage must be considered in trail layout. Final trail layout and width must be approved by owner prior to construction. The area is somewhat remote and access is limited. Terrain varies in elevation and is uneven in some areas. C. Goals for the trail construction are as follows: Flagged layout of proposed trails for a total of approximately 10 miles of (minimum) 6' wide, natural trail system prior to construction. The trail width may vary based on site conditions. Trail layout and width must be approved by the owner. Avoid protected streams, wetlands and environmentally sensitive areas. Meander trails around larger trees (> 12" dbh). Portions of the trail may utilize existing maintenance trails. Existing maintenance trails should be improved to meet pedestrian/equestrian trail use. Remove all vegetative growth in the established trails to a width of 6 feet minimum. Remove dead branches, roots and cut overhanging branches from trail to provide a 10-foot tall and 6-foot wide clearance from the trail corridor. Coordinate with owner for removal of trail construction debris; on-site burning may be allowed with local fire authority and owner approval. Build footbridge(s) for small (non-jurisdictional) ditches (if unable to avoid crossing). Care should be taken to prohibit use of footbridges by equestrian users. If bridges need to be shared, the bridge construction should account for the added PSI / weight of equestrian presence - see standard boardwalk details from US Forest Service, refer to https://www.fs.usda.gov/managing-land/trails/trailmanagement-tools/trailplans. Awarded offeror will be required to provide boardwalk submittal(s) prior to construction. Minimize environmental impact and keep the footprint of disturbance within immediate trail construction area only. Equipment shall be limited to hand tools or small (mini or micro) walk-behind or ride on mechanized equipment - no wider than the desired final trail width. Alignment shall take advantage of natural drainages to minimize the need for major drainage modifications. In areas where there is a potential for trail erosion, grade reversals shall be incorporated into the trail tread to create natural appearing drainage dips at appropriate intervals. Install markers along trail for distance and wayfinding. Trail markers should be placed on trees as approved by owner. Design and install a trailhead kiosk.
