Site work and paving for a mixed-use development in Santa Clarita, California. Completed plans call for site work for a road / highway; for paving for a road / highway; bridge / tunnel; sidewalk / parking lot; sidewalk / parking lot; bridge / tunnel; and water / sewer project.

RDC0015749 The Old Road over Santa Clara River and SPT CO Bridge et al Phase I Bridge Replacement, Road Construction, and Multiuse Trail The work shall be done in accordance with the Plans and Specifications on file and open for inspection at Public Works. The work is estimated to cost between $19,000,000 and $28,000,000 and shall be completed in 360 working days. The prime contractor shall possess a valid California Class A contractor's license. Each bid must be accompanied by a surety bond payable to County of Los Angeles in an amount equal to at least 10 percent of the bid to guarantee that the bidder will enter into the contract if it is so awarded. Plans and Specifications shall be submitted via email only to: Ms. Irma Vasquez at IVasquez@pw.lacounty.gov. Prebid questions will not be accepted after 5 p.m. on Monday, January 4, 2026. The Project involves the realignment and widening of the existing The Old Road fourlane roadway to six lanes. Bicycle lanes, raised medians, sidewalks, and pedestrian safety barriers would also be constructed. Fiber optic communication cable would be installed along The Old Road, and utilities would be relocated as needed. Reconstruction of existing drainage facilities and catch basins as well as construction of new drainage facilities would be completed as needed. The widening of The Old Road where the roadway spans across the Northern Drainage will necessitate the extension of an existing culvert and associated rip-rap (see Culvert Extension section below). Before construction activities can begin, surface water flow within the Northern Drainage will be diverted around the work area (see Surface Water Diversion section below). Culvert Extension The existing double box culvert (6' width x 6' height and 6' width x 10' height) will be lengthened at both upstream and downstream ends to accommodate the widening of The Old Road. The downstream end of the culvert will be widened with a 26-foot-long segment of single reinforced concrete box (RCB; 13' 7" width x 10' height) joining the existing double box culvert headwall. Downstream of this 26-foot-long RCB segment, an 11-foot-long paved slab will be constructed to transition to the end of the wingwalls. Work downstream of the slab will involve constructing a 71-foot-long reach of ungrouted Class IX rip rap to stabilize the eroded streambed and slopes. On the upstream end of the culvert, the existing reinforced concrete (RC; 13' 6" width x 6' height) channel will be reconstructed with a segment of single RCB (13' 7" width x 10' height x 20' 4" length) and segment of a transition channel (18' 5" length) to join the existing channel. Surface Water Diversion Surface water flow within the Northern Drainage will be captured and diverted upstream of the work area using 42-inch high-density polyethylene (HDPE) pipe, held in place with sandbags within the existing culvert. The HDPE pipe will be anchored into the existing ground with posts, and it will extend approximately 10 feet downstream beyond the end of the grading or work area. Construction Sequence Project activities authorized under this Agreement will take place in two stages: The Project involves the realignment and widening of the existing The Old Road fourlane roadway to six lanes. Fiber optic communication cable would be installed along The Old Road, and utilities would be relocated as needed. Reconstruction of existing drainage facilities and catch basins as well as construction of new drainage facilities would be completed as needed. Stage 1 : 1. Implement unarmored threespine stickleback (UTS; Gasterosteus aculeatus williamsoni) block net and weir. Install Environmentally Sensitive Area fencing. 2. Place three K-rails wrapped with visqueen (or other similar material) and sandbags within the existing RC Channel. Place a 42-inch HDPE pipe within the existing northerly RCB (6' width x 6' height) and secure it with sandbags. The 42" HDPE will run through the existing box and outlet downstream of the proposed construction area/grading rip-rap area. The pipe will lay along the lower streambank downstream until it reaches the end of the work area. The HDPE pipe will be anchored into the existing ground utilizing posts to hold it in place. It will extend about 10 feet from the end of the grading/work area. 3. Once the diversion is set, construction of the southerly area will commence with demolition of the existing RC channel, and then construction of the southerly half of the RCBs, channel transition structure, and outlet structure (including grading and rip rap). Stage 2: 1. Once the southerly half is completed, the 42-inch HDPE pipe will be moved into the newly constructed half of the culvert. The K-rail will divert the water into the 42-inch HDPE pipe. 2. Once the water is diverted, construction of the northerly area will commence with the demolition of the existing RC channel, then construction of the remaining (northerly) half of the RCBs, channel transition structure, and outlet structure (including grading and rip rap). 3. Once construction is complete, the contractor will remove all components used in the temporary diversion. The pipe, anchors, and posts will be removed and restored to previous condition; the block net and other protective fencing will be removed at the same time. Equipment expected to be utilized throughout Project activities include dump trucks, water trucks, excavators, loaders, drill rigs, backhoes, hoe rams, hydraulic cranes, concrete mixers, forklifts, and telescopic boom lifts.
