***THIS PRESOLICITATION NOTICE IS NOT A REQUEST FOR PROPOSAL*** 1. This acquisition is 100% set aside for Certified Service-Disabled Veteran-Owned Small Businesses. Prospective Contractors are cautioned that the proposal submitted in response to this solicitation must meet the criteria identified in VAAR Clause 852.219-73, VA Notice of Total Set-Aside for Certified Service-Disabled Veteran-Owned Small Businesses (JAN 2023) (DEVIATION). For a Service-Disabled Veteran Owned Small Business (SDVOSB) to be considered as a prospective contractor, the firm, must be certified and listed in the SBA certification database (https://veterans.certify.sba.gov/) and registered in the System for Award Management (SAM) database (www.sam.gov) at time of submission of their qualification. For a Joint Venture to be considered eligible as an SDVOSB if the joint venture 13 CFR 128.402 and the managing joint venture partner makes the representations under paragraph (c) of this clause. A joint venture agrees that, in the performance of the contract, the applicable percentage specified in paragraph 852.219-73(d) of the clause will be performed by the aggregate of the joint venture participants. Failure of a prospective SDVOSB to meet these certification requirements by the SBA shall result in elimination from consideration. Plus, the firm is reporting to VETS - 4212 Federal Contractor Reporting in accordance with FAR 52.222-37, Employment Reports on Veterans at https://www.dol.gov/agencies/vets/programs/vets4212. 2.) Project Description: The contractor shall provide all supervision, labor, equipment, and materials needed to complete work for project 534-19-101 Correct Utility Infrastructure and Distribution and Collection System per the provided drawings, specifications, and this statement of work. Replace an existing 6" sanitary sewer main pipeline under the existing building. Replace in sections to allow continuous pumping bypass. Remove all debris, extraneous and unused piping utility lines, and further remove existing Asbestos-Containing Materials (ACM) and Lead Containing Material (LCM) from the basement. Maintain operation of all departments during construction. Construction impacts shall be minimized and mitigated in a way that limits disruption to the functioning of the Ralph H. Johnson Veterans Affairs Health Care System (VAHCS). Scheduling and coordination with the VAHCS will be critical and must be approved by Contracting Officer s Representative (COR) prior to work. 3.) Contract Information: Location: Ralph H. Johnson VAMC, 109 Bee Street Charleston, SC 29401-5799 Contract Type: Construction, Firm Fixed Price NAICS code: 236220, Commercial and Institutional Building Construction, with a size standard of $45 million. Tentative solicitation issue date: 5 March 2025. Site visit information will be written in the solicitation. Proposal due date will be written in the solicitation. Magnitude of Construction: Between $2,000,000. and $5,000,000. The Method of Contractor Selection has not been determined at this Time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
