Site work and new construction of a civil project in Copan, Oklahoma. Completed plans call for site work for a water / sewer project; for the construction of a bridge / tunnel; bridge / tunnel; and road / highway.

The solicitation is utilizing the lowest price technically acceptable method as described in FAR part 15 to award a firm-fixed price contract for the project titled Hulah Lake Toe Drain located in Bowring, Oklahoma in accordance with the plans and specifications. The Government will evaluate proposals in accordance with the criteria described herein and award a firm fixed-price contract to the responsible firm whose proposal conforms to all the terms and conditions of the solicitation and is determined the overall lowest price to the Government. PROJECT NARRATIVE/ SUMMARY The work includes, but is not limited to, the following: 1. Demolition of the existing toe drain system, to include toe drain piping, manholes, and relief well connections. This excludes the existing toe drain system between existing manholes 6 and 8.2. Demolition of existing toe road culverts (three total), to include culvert pipe and flare ends. 3. Construction of new toe drain system including, but not limited to, perforated toe drain piping, non-perforated relief well piping, precast concrete manholes, and non-perforated relief well connector piping. The new toe drain system will tie into the existing manholes 6 and 8.4. Construction of new toe road culverts including, but not limited to, reinforced concrete pipe, pre-cast flared ends, and riprap around new flared ends. IN ACCORDANCE WITH FAR 36.204(F), THE COST MAGNITUDE OF THIS PROJECT IS BETWEEN $1,000,000.00 AND $5,000,000.00. The bidder inquiry system will close for new inquiries ten (10) calendar days prior to proposal due date to ensure adequate time to form an appropriate response and amend the solicitation, if necessary. *The value for this project is based on a financial range.
