Renovation of a water / sewer project in Columbus, Ohio. Conceptual plans call for the renovation of a water / sewer project.

As part of the Ohio Department of Natural Resources (ODNR) Statewide Canal Improvements, ODNR is requesting professional engineering services to provide final design and construction stage services for statewide canal improvement projects at the Miami and Erie (M&E) and Ohio and Erie (O&E) Canals, located in Summit, Stark, Auglaize & Allen Counties, Ohio. Assessment and Master Plan reports have been completed and were finalized during 2024. These reports will serve as the basis for future improvement projects along both canals. Both the O&E and M&E Canals were constructed during the 1820s and into the mid 1840's. They provided a hydraulic based connection from Lake Erie to the north and the Ohio River to the south. The canals flourished from the late 1830s to the early 1860s, providing safe passage of goods, material, and people. After the Great Flood of 1913, canal use for transportation came to an end. The Ohio Department of Natural Resources (ODNR) currently owns and operates the series of canals and locks as an operation of neighboring state parks, specifically Portage Lakes (O&E) and Grand Lake St Mary's (M&E) State Parks. The Canal Programs primary role today is water augmentation in coordination with the canal era dams. Both canal systems have ongoing water supply lease agreements with various industries and governmental agencies. The primary goal of this project is to complete improvements to sections of the O&E and M&E canal systems, and to further quantify the infrastructure and property boundaries along the canals. As scope and associated costs are solidified, projects of similar types, scope, and budget may be added or removed as ODNR initiatives and funding allow. Projects may be phased. Accordingly, contracts with the selected firm may be extended and amended to meet the goals of the project. The following locations are anticipated to be included in the project: Ohio and Erie Canal Projects. Wolf Creek Gates Improvements. This project includes improvements to the existing gate, as one of the two gates is operational. This water control structure acts as a wasting site for surplus waters augmented into the canal. This structure is a concrete structure with notches in the sidewalls for a bulkhead, and areas of the existing concrete need rehabilitation work. Cargill Area Embankment. This location is the west canal embankment located at the extension of Rexford Street. Canal water is retained by a soil embankment through this reach, separating the canal from the low-lying area of standing water to the west. The crest of the embankment is narrow, with a visually observed width of less than 5 feet in some areas. Low freeboard exists along the crest, with past signs of overtopping or wave runup. Sand bags exist along the crest to prevent/reduce overtopping. Rodent burrows and trees are evident throughout this area. The scope of work is to rehabilitate the project to the design elevation and restore the channel bank. The project section length is approximately 1000. Wilbeth Area Embankment. This location is the eastern canal embankment located at the extension of Waterford Street. This section can be seen on the aerial as a curved bulge in the embankment. The scope of work is to rehabilitate the embankment to the design elevation and restore the channel bank. The project section length is approximately 500. There is an existing industrial pressure line within this stretch that is being relocated under a future project by others. The selected firm will evaluate alternatives and coordinate with the adjacent industry, City of Akron and Summit County Metroparks. Miami and Erie Canal Projects Prairie Creek Aqueduct. The concrete at the inlet is moderately to severely deteriorated and in need of rehabilitation. At the top of the aqueduct, small settlement cracks exist at the waterside slope embankment. A 40-foot-wide slide south of the aqueduct exists on the landside embankment of canal. Condition of the interior of the aqueduct requires further investigation. The anticipated project scope includes the following: Perform crack and spall patching on deteriorated concrete. Perform an inspection of the interior of the aqueduct and make necessary improvements. Perform a geotechnical exploration and assessment to determine the cause of the slide. Make improvements to the embankment to rehabilitate any unstable areas. Dredge the area around structure to ensure positive flow. Culvert Under St. Mary's Feeder. This location is the western end of Greenville Road, at approximately 1300 extension beyond the end of pavement. There are two existing culverts at the project location. The western culvert consists of a concrete drop inlet vault and two CMP pipes. The eastern culvert location consists of an abandoned culvert with a vertical HDPE observation standpipe. The scope of work includes replacement of these culverts with the crossing location to be determined. Total Project Cost: $3,750,000 Submit all questions regarding this RFQ in writing to: Engineering@dnr.ohio.gov with the project number included in the subject line (no phone calls please).
