Site work and renovation of a multi-residential development in State College, Pennsylvania. Completed plans call for the renovation of a multi-residential development; and for site work for a multi-residential development.

Prime Construction which includes but is not limited to Interior/Exterior Demolition; Wood stud framing; Wood sheathing; Cabinetry and plastic laminate covered countertops; Solid surface windowsills and aprons; Batt insulation; House wrap; Vinyl siding and trim; Wood doors and door frames; Storm door; Door hardware; Vinyl clad wood windows; Gypsum board; Ceramic floor and wall tile; LVT flooring; Paint; Toilet accessories; Plumbing work - toilets, sinks, lavatories, shower, water heater, sanitary piping, domestic water piping; HVAC work - mini splits, ductwork, diffusers, return grilles, exhaust fans, thermostats, controls; Electrical work-wiring, receptacles, conduit, data and phone wiring, new LED lighting, emergency lighting, illuminated exit signage, lighting controls Prime Contractors for the construction of the project will consist of the following: General Construction Plumbing Construction HVAC Construction Electrical Construction. Document note : Bid Documents will not be released without executed release. Bid Documents are made available only for the purpose of obtaining offers for this project. Their use does not grant a license for other purposes. Addenda, if any, will only be issued to those registered with the Planning Dept. Any bidder taking exception to any of the bid lines/items must justify said exception via written narrative filed with the Architect for review and consideration jointly with the Owner. This is a Prevailing Wage project under Davis-Bacon Wage Rates and The Federal Labor Standards Provisions applicable to contracts covering federally financed and assisted construction shall apply, including the Contract Work Hours and Safety Standards Act (40 USC 327-333), and the Copeland Anti-Kickback Act (40 USC 276c). The project is funded through the Community Development Block Grant Program and other federal grants and is subject to all related federal regulations. The contract documents contain requirements addressing Labor wage rates, Labor standards, non-discrimination in hiring practices, goals for minority and female (MBE/WBE) participation, participation by Section 3 residents and businesses, illegal alien employment prohibition, E-Verify documentation, and related matters. All contractors and sub-contractors working on this project will be required to comply with the Pennsylvania Human Relations Act No. 222 and PA Steel Products Procurement Act. Bidders shall certify that they are not debarred from participating in state and federally funded contracts. Attention is called to the Build America, Buy America Act (BABA) requirements that apply to this project. The Contractor shall be responsible to certify and document that all construction materials are 1 ) not subject to Buy America Preference (BAP), 2) BABA compliant, or 3) in need of a BABA waiver. A list of all construction materials, BAP applicability, and BABA compliant vendor information is provided for Bidders in the bid packet. The Owner shall apply for BABA waivers, as needed. The Owner has adopted a Minority and Women Business Enterprise goal (MBE/WBE) in accordance with executive Orders 11625,12138 and 12432 and a Section 3 Action Plan in accordance with Title 24 Part 135 Code of Federal Regulations. With their Bid, Bidders must provide Section 3 Utilization and MBE/WBE contacts and commitments. Performance, payment, and maintenance bonds in 100% of the contract amount are required. The Owner reserves the right to reject any or all bids, to waive any defects, errors, omissions, irregularities or informalities in a bid or the bidding procedure, and to accept any bid, which it may deem to be for or in its best interest. Each bidder must deposit with his/her bid, security in the amount, form and subject to the conditions provided in the Information for Bidders. The Owner does not discriminate based on actual or perceived race, colour, religion, sex, ancestry, marital status, mental or physical disability, or the use of a guide or support animal and/or mechanical aids because of physical handicap, sexual orientation, national origin, gender identity or expression, age, or familial status. The Owner may postpone, accept or reject any or all bids or hold all bids for a period of 45 days from the date of Bid Opening before making a decision. Bids shall remain irrevocable for 45 days after the actual date of the opening thereof unless award is delayed due to the required approval of another government agency. No bidder may withdraw a bid within 45 days after the actual date of the opening thereof without the risk of forfeiting the bid bond submitted with the bid.
