Rights of Owner The Owner reserves the right to reject any and all bids, waive informalities in the bidding process or accept other than the low bid when deemed in the best interest of the Project. It is the intent of the Owner to award construction contracts to companies that cooperate and in good faith do all things legal, proper, and reasonable to achieve the goal of 20% participation by Local Businesses or residents located within 75 miles of the project site. It is not the intent to require contractors to award subcontracts to local businesses that do not submit the lowest responsible bid. It shall be the responsibility of the businesses owner to produce appropriate documentation of their Local Business status.
