This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary acquisition planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought announcement or any follow up information requests. Respondents will be notified upon request following the sources sought evaluation results. The U.S. Army Corps of Engineers (USACE) - Tulsa District (SWT) is conducting market research for an anticipated Design-Bid-Build contract and intends to solicit proposals on or about July 2025. The type of set-aside decision(s) to be issued will depend upon the responses to this Sources Sought announcement and associated market research. The work is located at Hugo Lake, approximately as indicated. The exact storage and work locations will be shown by the Contracting Officer. Final delivery of the bulkhead segments will be within 5 miles of 3107 US Hwy 70 E, Sawyer, OK 74756. Provide a new segmental Bulkhead Assembly that is used to block water from flowing through the tainter gate bays while the tainter gates are being serviced or inspected. The Bulkhead Assembly is comprised of six individual 51-foot-long hollow steel tubular segments, which are assembled in the reservoir to create a single bulkhead. The assembled floating bulkhead will be ballasted with water using mechanical pumps and rotated to a vertical orientation for placement against the tainter gate piers. Provide a crane pad to allow for closer access to the lake for deployment and retrieval of the segmental bulkhead. The Bulkhead can be assembled and disassembled in the water. Bulkhead segments can be removed and stored out of the water when not in service. The work includes the fabrication, shipment, field assembly, testing of a segmental bulkhead and incidental related work, and the construction of a crane pad. Optional Work: Contractor must remove and dispose of the existing bulkhead The purpose of this Sources Sought is to gain knowledge of the interest, capabilities and relevant experience of all business size standards to provide construction for work assigned to USACE Southwest Division (SWD) as well as USACE national initiatives, international, & interagency support. The Government must ensure there is adequate interest and competition among the potential pool of responsible firms. Interested Small Business, Section 8(a), Historically Underutilized Business Zones (HUBZone), Woman Owned Small Business (WOSB), Service-Disabled Veteran Owned Small Business (SDVOSB) Concern, and Large Businesses are highly encouraged to respond to this Sources Sought. The total contract capacity is estimated between $5,000,000.00 and $10,000,000.00. The Method of Contractor Selection has not been determined at this Time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
