South Orange County Community College District (SOCCCD) is seeking to retain a qualified firm to provide Architectural Services for OCTA Bus Stop at Irvine Valley College. The entirety of this RFQ&P sets forth the District's requirements in detail. All responses should be submitted in accordance with the terms and conditions contained in the foregoing document. All individuals in attendance at the mandatory pre-proposal meeting shall comply with District s policies, procedures, rules, regulations and/or guidelines that include but are not limited to code of conduct, harassment, discrimination, and conflict of interest. Individuals who are determined by the District to be harassing, uncooperative, demeaning, intimidating, or a threat to the safety of persons or property shall be promptly removed by the District and may not be permitted to provide a proposal for this Project or attend future preproposal meetings. Any and all questions must be sent via email to purchasing-dept@socccd.edu. Contractors shall reference RFQ&P 11340-2025 RFIs in the email subject line. The final day for questions shall be Friday, March 7, 2025 no later than 5:00 PM. The District reserves the right to reject any or all submittals or to waive any irregularities and/or informalities in any proposals. No proposer may withdraw any proposal for a period of one hundred and eighty (180) calendar days after the submission deadline. Scope- The South Orange County Community College District (District) is committed to improving campus accessibility and transportation options to better serve students, faculty, and the surrounding community. As part of this effort, the District is partnering with the Orange County Transportation Authority (OCTA) to develop a new bus stop at Irvine Valley College (IVC). This project will enhance public transit connectivity to the campus, supporting sustainable transportation solutions and reducing parking demand. The project aligns with the District's strategic initiatives to promote accessibility, mobility, and student success while ensuring compliance with OCTA Transit-Supportive Design Guidelines, Division of the State Architect (DSA) regulations, Additionally, coordination with Southern California Edison (SCE) is required for compliance with existing utility easements. The District is seeking architectural services from a qualified architectural firm for the Irvine Valley College OCTA Bus Stop. Estimated Construction Timeframe: February 27, 2026 - July 31, 2026 Estimated Construction Budget: $525,000 Architectural Services will include all necessary engineering, including civil, electrical, structural, landscape and irrigation design, survey services, and cost estimating for the categorical and specific services outlined within this RFQ&P and the sample Architectural Services Agreement incorporated into this RFQ&P as Appendix D. Services will address the following specific work scopes and will continue from initial design through construction administration and closeout of the completed construction phases of the project. This project requires coordination with the Orange County Transportation Authority (OCTA), the Division of the State Architect (DSA), the City of Irvine (if applicable), and Southern California Edison (SCE) for compliance with existing utility easements. The selected consultant will be responsible for designing a fully compliant, accessible, and transit-friendly bus stop that integrates seamlessly with the IVC campus and supports public transit accessibility for students, faculty, and the surrounding community. The scope of work includes the following: 1. Site Planning & Design Development o Conduct a site survey to assess existing conditions, pedestrian circulation, and accessibility constraints. o Evaluate and coordinate with SCE to ensure that all design work complies with the existing SCE utility easement and electrical infrastructure requirements. o Develop a preferred bus stop layout, ensuring compliance with OCTA's TransitSupportive Design Guidelines and ADA requirements. o Coordinate with IVC Facilities & Maintenance, OCTA, and the City of Irvine (if applicable) to finalize the design before advancing to construction documentation. 2. Bus Stop Configuration & Infrastructure o Design a minimum 250-foot-long by 12-foot-wide bus turnout to support transit operations. o Incorporate ADA-compliant sidewalks (minimum 8 feet wide), including curb ramps, tactile paving, and proper cross-slope adjustments. o Develop a concrete bus pad per OCTA specifications, integrating necessary pavement markings and "Bus Only" lane identification. o Include at least one bus shelter and one bench, ensuring compliance with OCTA and DSA Bulletin BU 18-02 for outdoor seating and shelters. o Verify turning radii requirements for 40-foot buses, per OCTA Design Guidelines Appendix B. 3. Regulatory Coordination & Approvals o Southern California Edison (SCE) Coordination & Easement Compliance: 1. Coordinate with SCE regarding existing and proposed electrical infrastructure within the project area. 2. Ensure that all work is in compliance with SCE's Grant of Easement, Work Order Drawing, and Site Layout Plans (TD2080692). 3. Facilitate SCE plan reviews and obtain necessary approvals before construction. 4. The District will provide the awarded firm with all SCE easement documentation upon contract execution. o OCTA Review & Approval: Submit preliminary plans to OCTA for review and incorporate any required modifications before proceeding with further approvals. o DSA Review & Approval: Upon securing OCTA approval, prepare and submit final plans to DSA for accessibility and structural compliance. o City of Irvine Permitting: If any improvements extend into the public right-of-way, coordinate with the City of Irvine for additional review and permitting. 4. Construction Support & Compliance o Provide construction administration services, including bidding support, RFIs, site inspections, and final compliance reviews. o Assist in OCTA, DSA, and SCE field inspections to ensure full regulatory adherence. o Coordinate with IVC to finalize project closeout and transition the completed bus stop for operational use.
