Question Deadline 03/17/2025 at 10:00 AM CT All questions must be submitted via IonWave The work includes over-excavation of lead-contaminated soil, backfill and grading, restoration, and seeding of the site located at 813 22nd Avenue, Council Bluffs, Iowa 51501 (the former Reliance Battery Factory). The site includes the following properties: PINS 7444-01-162-006, 7444-01-162-001, 744401162002, and 744401162003 (including work within the public right-of-way along 22nd Avenue). Lead-contaminated soil was analysed using the Toxicity Characteristic Leaching Procedure (TCLP). Analysis indicated a TCLP lead concentration of 0.949 mg/L. Thus, the lead-contaminated soil is not considered hazardous waste. This project is subject to Davis Bacon Wages. The City of Council Bluffs has determined that all construction, alteration and repair activity involving the removal of lead-contaminated soil is subject to Davis Bacon Prevailing Wage Term and Conditions in Appendix 5. Not all wage classifications are listed in this Appendix. If contractor identifies a wage classification that is not listed, the contractor shall provide notification in submittal in Ion Wave for review. City to contact Department of Labor to identify classification to determine classification. The City of Council Bluffs will accept electronic bid submittals in Ion Wave until the date and time listed for this solicitation. Hard copy bid submittals are not acceptable and will not be considered. Any bid submitted after the deadline will be automatically rejected. Each respondent is responsible for taking the necessary steps to ensure their submission is received and complete by the listed deadline. Incomplete submissions are automatically rejected. The City is not responsible for technical difficulties and will not allow late submissions due to the same. The bid will be administered and overseen by an authorized designee of the Community Development Department.
